The Cultural Heritage Applications Unit has signed an Understanding on Co-operation with the Digital Libraries Division of the National Science Foundation (USA) to cover co-operative activities in the digital libraries field, following similar synchronization between the Foundation's Intelligent Systems Division and the Human Language Technologies Unit in 1999.

The notion as recognised in the case law of the Court of Justice covers at least the following grounds: public policy, public security and public health, within the meaning of Articles 46 and 55 of the Treaty; the maintenance of order in society; social policy objectives; the protection of the recipients of services; consumer protection; the protection of workers, including the social protection of workers; animal welfare; the preservation of the financial balance of the social security system; the prevention of fraud; the prevention of unfair competition; the protection of the environment and the urban environment, including town and country planning; the protection of creditors; safeguarding the sound administration of justice; road safety; the protection of intellectual property; cultural policy objectives, including safeguarding the freedom of expression of various elements, in particular social, cultural, religious and philosophical values of society; the need to ensure a high level of education, the maintenance of press diversity and the promotion of the national language; the preservation of national historical and artistic heritage; and veterinary policy.

The Treaty on the Functioning of the European Union (TFEU) aims at an ever closer union among the peoples of Europe and confers on the Union the task, inter alia, of contributing to the flowering of the cultures of the Member States, while respecting their national and regional diversity and at the same time bringing the common cultural heritage to the fore.
Le traité sur le fonctionnement de l’Union européenne tend à créer une union sans cesse plus étroite entre les peuples de l’Europe et donne notamment pour mission à l’Union de contribuer à l’épanouissement des cultures des États membres dans le respect de leur diversité nationale et régionale, tout en mettant en évidence leur héritage culturel commun.

(6) The Treaty confers responsibility on the European Union for creating and ever-closer union among the peoples of Europe and for contributing to the flowering of the cultures of the Member States, while respecting their national and regional diversity and at the same time bringing the common cultural heritage to the fore; special attention should be devoted to safeguarding the position of Europe's small cultures and less widely-spoken languages.
(6) Le traité donne pour mission à l'Union européenne de créer une union sans cesse plus étroite entre les peuples de l'Europe et de contribuer à l'épanouissement des cultures des États membres dans le respect de leur diversité nationale et régionale, tout en mettant en évidence l'héritage culturel commun.
