Welcomes, in particular, the fact that the Strategy is the result of broad consultation of interested parties, including national, regional and local authorities but also the academic and business communities as well as NGOs, underlining that this consists in an important factor in its success; in this regard calls for the establishment of a civil society forum in the region, similar to the Baltic Sea Action Summit in the case of EU Strategy for the Baltic Sea, that bring together public and private actors, enabling them to become involved in the development of macro-regional strategies;
3. se réjouit en particulier du fait que cette stratégie résulte d’une large consultation des parties prenantes, non seulement au niveau des autorités nationales, régionales et locales, mais aussi du monde académique et de celui de l’entreprise ainsi que des organisations non gouvernementales, et souligne que cette consultation constitue un facteur déterminant de son succès; demande à cet égard la création d’un forum de la société civile de la région, tel que le Sommet d'action en faveur de la mer Baltique, réunissant des acteurs publics et privés et leur permettant ainsi de s'impliquer dans l’évolution des stratégies relatives aux macro-régions;

This technique is particularly advantageous as it secures application of the same national law in similar cases, irrespective of which national court ("forum") deals with the specific case, thus increasing legal certainty for individuals and economic operators involved in cross-border disputes and avoiding "forum shopping", while at the same time preserving the autonomy of national law.
