Believes that the programming of the 11th European Development Fund should be reviewed to ensure that investments in health and good governance become priority areas for all countries with fragile public infrastructure; is concerned that health and water and sanitation are not among the focal sectors in the National Indicative Programmes of Liberia and Sierra Leone; calls on the Commission to establish mechanisms to monitor aid more closely;

R. whereas South Sudan has not yet acceded to the Cotonou Agreement, with the Government of South Sudan voicing concerns about potential implications for its relations with the Republic of the Sudan; whereas accession to the Cotonou Agreement would not oblige South Sudan to accede immediately to the Rome Statute; whereas this reluctance to accede to the Cotonou Agreement is leading to problems in programming EU aid from 2014 onwards under the 11th European Development Fund, which could potentially result in South Sudan losing out, not only in terms of national allocations, but also with a view to regional funds and substantial European Investment Bank (EIB) resources which would enhance its infrastructure and regional economic integration; whereas by ratifying the Cotonou Agreement, South Sudan could also increase its capacity to attract European private sector investments; whereas the additional financial facilities to which South Sudan could have access following accession to the Cotonou Agreement could equally help with the implementation of the Addis Ababa Agreement;

251. Deplores the absence of substantial progress in addressing the weaknesses identified (in particular in relation to the National Road Infrastructure Fund); consequently,supports the Commission's prudent approach and its undertaking to closely monitor the situation, to follow up on the findings and to provide advice and assistance to the Bulgarian authorities with a view to addressing the weaknesses identified; urges the Commission to apply the utmost vigilance and rigour when approving the compliance assessment reports submitted for the operational programmes proposed by the Bulgarian authorities and before starting to disburse the intermediate payments in respect of the 2007-2013 programming period; notes the steps taken by Bulgaria; welcomes the positive outcome of the Commission's compliance assessment procedures for all operational programmes, whilst stressing that effective control and guidance from the Commission should be further applied;

In terms of infrastructure, again I always find it ironic when the fifth party talks about the national infrastructure program, because when it had its chance in 1984 and 1993, it ignored the FCM and the FCM national program on infrastructure.
