Considers insufficient the information provided by the Commission in the Enlargement Report concerning AQuality of Life and Environment”; calls on the candidate countries to forward annually to the European Parliament their National Programmes for the Adoption of the acquis , including precise timetables and detailing progress made with legislative processes; insists that during the pre-accession period the Commission report yearly on the situation of the environment to the European Parliament, including the results of implementation of the acquis , and relate these reports to interim targets with the purpose of identifying the precise extent of the progress made by the individual candidate countries; calls on NGOs active in environmental policy to assist the European Parliament in identifying potential or real deficiencies in the performance of accession countries by submitting reports assessing the situation before the end of 2001, and annually thereafter;

Considers that the independence of the Court of Auditors or its equivalent in each candidate country must be safeguarded and that, prior to accession, it must be granted and guaranteed the means of enforcing its findings; encourages the continuation and furthering of the contacts between the institutions responsible for financial control in the candidate countries and those in the Member States; encourages the development of the twinning programmes in the framework of technical assistance, in accordance with the needs expressed by the candidate countries, and the continuation of the seminars organised by the Commission; expects the candidate countries on accession to do their utmost to achieve the same level of protection of the EU's financial interests as that provided by the 15 current Member States; expects the candidate countries to become fully involved as of now in combating fraud affecting the financial interests of the European Union and to ensure that the introduction, as soon as possible, of systems aimed at combating fraud appears in their national programmes for the adoption of the acquis communautaire (PNAA, revised annually); considers that those candidate countries which have not yet done so should sign and ratify as soon as possible the international conventions and protocols on protection under criminal law; expects the candidate countries to carry out, before their accession, the reforms necessary for the smooth operation of the system of collecting own resources and adopt the harmonised calculation of GNP;
23. considère que l'indépendance de la Cour des comptes ou de son équivalent dans chaque État candidat doit être garantie et que les moyens de faire valoir ses constatations doivent lui être octroyés et garantis avant l'adhésion; encourage la poursuite et le développement des contacts entre les institutions en charge des contrôles financiers dans les États candidats et celles des États membres et de l'Union européenne; encourage le développement des programmes de jumelage dans le cadre de l'assistance technique selon les besoins exprimés par les pays candidats, ainsi que la poursuite des séminaires organisés par la Commission; escompte que les pays candidats, lors de leur adhésion, respecteront autant que possible le niveau de protection des intérêts financiers de l'actuelle Union européenne des Quinze; attend que les pays candidats s'associent dès à présent intégralement à la lutte contre la fraude au détriment des intérêts financiers de l'Union européenne et qu'ils inscrivent dans leur PNAA (programme national de reprise de l'acquis communautaire, révisé tous les ans) la mise sur pied dans les meilleurs délais de systèmes de lutte antifraude; considère que les États candidats qui ne l'auraient pas fait devraient signer et ratifier dans des délais rapides les conventions et protocoles internationaux sur la protection pénale; escompte que les États candidats réalisent avant leur adhésion les réformes nécessaires au bon fonctionnement du système de collecte des ressources propres et qu'ils accèdent à l'harmonisation du calcul du PNB;
