3. In pre-defined cases, as determined at national level, the national coordination centre may authorise an authority referred to in paragraph 1 to communicate and exchange information with the regional authorities or the national coordination centre of another Member State or the competent authorities of a third country on condition that such authority regularly informs its own national coordination centre of such communication and information exchange.

3. Where a medium or high impact level is attributed to an external border section which is adjacent to the border section of another Member State or of a country with which agreements or regional networks, as referred to in Articles 19 and 20, are in place, the national coordination centre shall contact the national coordination centre of the neighbouring Member State or the competent authority of the neighbouring country and shall endeavour to coordinate the necessary cross-border measures.

Lorsqu'un niveau d'impact moyen ou élevé est attribué à un tronçon de frontière extérieure adjacent au tronçon de frontière d'un autre État membre ou d'un pays avec lequel existent des accords ou des réseaux régionaux visés aux articles 19 et 20, le centre national de coordination prend contact avec le centre national de coordination de l'État membre voisin ou l'autorité compétente du pays voisin et s'emploie à coordonner les mesures transfrontalières nécessaires.

Member States may in particular designate from among the institutions referred to in paragraph 2 or other organisations established in their territory a ‘national focal point’ for coordinating and/or transmitting the information to be supplied at national level to the Agency and to the institutions or bodies forming part of the Network, including the topic centres referred to in paragraph 4.

When the activities referred to in points (a) to (e) are being implemented, close links will be developed with comparable activities of the European Centre for the development of vocational training (Cedefop) in the field of information on vocational training, with the Statistical Office of the Community (Eurostat) in the field of statistics, with the Community Naric network (National Academic Recognition Information Centres) and with any other information network in the field of education at national, European and international level.
