Would the parliamentary secretary agree with me that if perhaps there is not a formal resolution at least it is clear that within the United Nations situation itself there is a clear opportunity for NATO and Canada to say we must take advantage of this situation and deal with it and that the secretary-general, by his findings, has indicated that the situation for an imperative intervention is there?
Le secrétaire parlementaire reconnaîtrait-il que, s'il n'y a pas de résolution officielle, il reste clair que, compte tenu de la situation aux Nations Unies même, l'OTAN et le Canada peuvent affirmer qu'il ne faut plus attendre, mais agir, et que le secrétaire général lui-même, par ses observations, a laissé entendre que la situation justifiait une intervention d'urgence?
