La proposition comporte une dérogation spéciale aux périodes de fermeture pour la petite pêche côtière, où des bateaux de moins de 12 mètres seront autorisés à conserver à bord ou à débarquer jusqu'à 10 % de cabillaud, en poids vif si la pêche est effectuée au moyen de filets maillants, de filets emmêlants et/ou de trémails dont le maillage est supérieur ou égal à 110 mm. En outre, les jours de pêche attribués aux États membres augmenteront en proportion de toute réduction permanente de l'effort de pêche réalisée, soit par l'arrêt définitif des activités de pêche, soit par le retrait définitif de navires des zones de pêche concernées.
