The rules for the opening and administration of those tariff quotas are set out in Commission Regulation (EC) No 1004/2005 of 30 June 2005, laying down detailed rules for the opening and administration of the tariff quotas for sugar products originating in Albania, Bosnia and Herzegovina, Serbia and Montenegro and Kosovo, as provided for in Council Regulation (EC) No 2007/2000 .

1a. Should tariff quotas be phased out for sugar imports from third countries, the overall volume of imports shall be determined on the basis of the core principle that sugar imports to the European Union from third countries cannot exceed the net balance of domestic production and consumption levels in those countries.
