1. Stresses that the new European standardisation model must contribute to European innovation and sustainable development, enhance the Union’s competitiveness, strengthen its place in international trade and benefit the welfare of its citizens;

Therefore, it is necessary for the internal market and for the effectiveness of standardisation within the Union to confirm the existing regular exchange of information between the national standardisation bodies, the European standardisation organisations and the Commission, about their current and future standardisation activities as well as the standstill principle applicable to the national standardisation bodies within the framework of the European standardisation organisations which provides for the withdrawal of national standards after the publication of a new European standard.

This report shall contain an analysis of the annual reports referred to in paragraphs 1 and 2, an evaluation of the relevance of the standardisation activities receiving Union financing in the light of the requirements of Union legislation and policies as well as an assessment of potential new measures to simplify the financing of European standardisation and to reduce the administrative burden for the European standardisation organisations.

The rapporteur welcomes the proposal for a new Regulation of the European Parliament and of the Council to consolidate existing EU standardisation policy and to introduce new elements to take account of new challenges, and is of the opinion that it provides a solid basis for the modernisation of links between the EU and the European standardisation system.

14. Reaffirms that European standardisation in support of ‘New Approach’ legislation has proved to be a successful and essential tool for the completion of the single market; notes that the number of standardisation mandates supporting legislation in areas beyond those covered by the ‘New Approach’ has increased in recent years, indicating that this model has been adopted across a broad range of EU policies; believes that it is desirable to extend the use of standards in other areas of Union legislation and policies beyond the single market, taking into account the specificities of the areas concerned, in accordance with the principles of better regulation;

In the case of European standardisation, there are several acts, such as Directive 98/34/EC various Regulations on technical harmonisation, including the “new approach directives” and Council Decision 87/95/EEC.
