The Commission's proposal for a new interinstitutional agreement provides a solid foundation for negotiations and the Commission hopes the three Institutions can finalise a new agreement by the end of this year.

1. Accepts the political agreement reached on the MFF for 2014-2020 and on a new interinstitutional agreement; Is determined to make full use, in the course of forthcoming budgetary procedures, of the new instruments established, notably as regards flexibility;

Continuing the approach put in place by the 1988 and 1993 Inter-institutional Agreements on budgetary discipline, the three institutions have undertaken, in the new Interinstitutional Agreement, to consider budgetary objectives contained in the financial perspective for each of the major categories of expenditure as strict spending ceilings.
Poursuivant l'approche mise en place par les Accords interinstitutionnels sur la discipline budgétaire de 1988 et 1993, les trois institutions se sont engagées, dans le nouvel Accord interinstitutionnel, à considérer les objectifs budgétaires contenus dans les perspectives financières pour chacune des grandes catégories de dépenses comme des plafonds de dépenses contraignants.

The new financial perspective (2000-06), which is annexed to the new Interinstitutional Agreement on budgetary discipline and improvement of the budgetary procedure, provides for stabilisation of the ceiling for payment appropriations at EUR 89.62 billion in 2006 (compare this with EUR 89.60 billion in 2000), which represents a smaller percentage of Community GNP (a fall from 1.13 % to 0.97 %).

Under Agenda 2000, and with a view to the expiry of the financial perspective (1993-99), a new interinstitutional agreement has been adopted for the period 2000-2006.
