Transport Canada worked with our international partners and the International Maritime Organization to introduce a new International Ship and Port Facility Security Code, which has been accepted by all countries involved in international maritime trade.

Already in the framework of the International Maritime Organization in the period running from 2005 and 2007 the US tried to favour new provisions in the "Facilitation Convention" and in the "International Ship and Port Facility Security Code" in order to put new security responsibilities on ship and port facility operators when containerised cargo was to be delivered to them from the inland supply chain whereas those operators had no possibilities to control what happens in the said supply chain.

These regulations bring Canada in line with the new International Ship and Port Security (ISPS) Code.

Work concluded on 12 December 2002 with the adoption of a package of amendments to the 1974 International Convention for the Safety of Life at Sea (SOLAS Convention), including a new chapter XI-2 entitled ‘Special measures to enhance maritime security’ and adoption of an International Ship and Port Facility Security Code (ISPS Code).

The participants at that conference adopted a certain number of amendments to the 1974 International Convention for the Safety of Life at Sea, the most important being the addition of the new International Ship and Port Facility Security Code.
