In addition to this, the New Tacis Regional Programme for Central Asia will include co-operation on migration and related issues, in particular improvement of border management capacities ; construction of border crossings in the three-border region of the Ferghana valley, in order to promote cross-border trade and smooth movement of people and goods; promotion of cross-border co-operation among the relevant law enforcement services and border and customs guards in the region; continuation of anti-drug measures; introduction of anti-money laundering regimes in Kazakhstan and Uzbekistan.

One of the elements of the Wider Europe Communication was the specific possibility of creating a new Neighbourhood Instrument, "which builds on the experience of promoting cross-border co-operation within the PHARE, Tacis and INTERREG programmes", and which could focus "on ensuring the smooth functioning and secure management of the future Eastern and Mediterranean borders, promoting sustainable economic and social development of the border regions and pursuing regional and transnational co-operation".
