In the light of new technologies in the transmission of audiovisual media services, a regulatory framework concerning the pursuit of broadcasting activities should take account of the impact of structural change, the spread of information and communication technologies (ICT) and technological developments on business models, especially the financing of commercial broadcasting, and should ensure optimal conditions of competitiveness and legal certainty for Europe’s information technologies and its media industries and services, as well as respect for cultural and linguistic diversity.
À la lumière des nouvelles technologies de transmission de services de médias audiovisuels, un cadre réglementaire relatif à l’exercice d’activités de radiodiffusion devrait tenir compte de l’impact des changements structurels, de la diffusion des technologies de l’information et de la communication (TIC) et des innovations technologiques sur les modèles d’activité, et notamment sur le financement de la radiodiffusion commerciale, et devrait assurer des conditions de compétitivité et de sécurité juridique optimales pour les technologies de l’information et le secteur des médias et des services connexes en Europe, ainsi que le respect de la diversité culturelle et linguistique.

The aim of the programme is not, of course, to criminalise the Internet in a catastrophic vision of new technologies; quite the contrary. Our objective is to provide suitable tools to better understand and navigate the world of new technologies, to grasp fully their positive potential, the opportunities they offer in terms of information, education and socialisation, while at the same time learning to protect oneself against abuse.
Le but du programme n’est évidemment pas de criminaliser l’internet dans une vision catastrophique des nouvelles technologies – tout au contraire, notre objectif est de fournir des outils appropriés afin de mieux comprendre et naviguer dans le monde des nouvelles technologies, afin d’exploiter pleinement leur potentiel positif, les possibilités qu’elles offrent en termes d’information, d’éducation et de socialisation, tout en apprenant à se protéger des abus.

However, new technologies in the transmission of audiovisual media services call for adaptation of the regulatory framework to take account of the impact of structural change, the spread of information and communication technologies (ICT) and technological developments on business models, especially the financing of commercial broadcasting, and to ensure optimal conditions of competitiveness and legal certainty for Europe’s information technologies and its media industries and services, as well as respect for cultural and linguistic diversity.
Toutefois, les nouvelles technologies de transmission de services de médias audiovisuels rendent nécessaire l’adaptation du cadre réglementaire, afin de tenir compte de l’impact des changements structurels, de la diffusion des technologies de l’information et de la communication (TIC) et des innovations technologiques sur les modèles d’activité, et notamment sur le financement de la radiodiffusion commerciale, et d’assurer des conditions de compétitivité et de sécurité juridique optimales pour les technologies de l’information et le secteur des médias et des services connexes en Europe, ainsi que le respect de la diversité culturelle et linguistique.

23. Urges the Commission and the Member States to set as an objective the flexibility, simplification, and speedy and simultaneous implementation of laws in this area and their rapid adjustment to new needs resulting from technological developments; is of the view that legislation should encourage the production of new knowledge and the development of new technologies, promote investment in content production, equipment, networks and network services in the ICT field, promote competition, the exploitation of information technology and services and information security and, lastly, support SMEs so that they play a key role in the sector;
23. invite la Commission et les États membres à se fixer comme objectifs une régulation souple de la législation en ce domaine, sa simplification, sa mise en œuvre rapide et simultanée et son application à bref délai aux nouveaux besoins découlant des évolutions technologiques; estime que la législation doit favoriser, en ce qui concerne les TIC, la production d'une nouvelle connaissance et l'essor des nouvelles technologies, les investissements dans la production de contenu, les appareils, les réseaux et les services en ligne et qu'elle doit aussi promouvoir la concurrence, le bon usage des services et de l'informatique ainsi que la sécurité des communications et, enfin, soutenir les PME afin que celles–ci puissent jouer un rôle décisif dans ce domaine;

10. Notes with concern that women make up only 20% of information and communication technologies students and that they are generally seriously under-represented in this area; notes that, owing to their limited access to new skills, women are prevented from securing the most highly qualified and best-paid jobs in sectors broadly linked to information technologies; calls on the Member States, in accordance with the political guidelines laid down by the Nice European Council of December 2000, to facilitate women's access to education and lifelong learning, in particular training in new technologies; draws attention, to that end, to the need to set national objectives for rates of participation in all levels of education and training and to take initiatives (special training programmes, information campaigns etc.) at national, regional or local level with a view to attracting women to the new technologies sector;
10. prend note avec préoccupation que les femmes ne représentent que 20% des étudiants en technologies de l'information et de la communication et qu'elles sont, en général, fortement sous-représentées dans ce domaine; qu'en raison de leur accès limité aux nouvelles connaissances, les femmes sont empêchées d'obtenir des emplois hautement qualifiés et les mieux rémunérés dans des secteurs largement liés aux technologies de l'information; demande aux États membres, conformément aux orientations politiques définies par le Conseil européen de Nice de décembre 2000, de faciliter l'accès des femmes à l'éducation et à la formation tout au long de la vie, en particulier, à la formation en nouvelles technologies; appelle, à cet effet, à la nécessité de fixer des objectifs nationaux relatifs aux taux de participation à tous les niveaux d'éducation et de formation et de prendre des initiatives (programmes spéciaux de formation, campagnes d'information, etc.) aux niveaux national, régional ou local, afin d'attirer les femmes dans le secteur des nouvelles technologies;

I believe she was wise to do so. This debate should take place when the directive is revised, and she has requested such a revision. A number of guidelines to inform the process have been laid down. I should like to refer to just a few of these, namely the urgent need to introduce new services based on new technologies, the need to stimulate and accelerate the transition to digital technology and the coordination of the new directive with the revision of the directive on electronic commerce.
On établit également quelques orientations qui devront être prises en considération, parmi lesquelles je mentionnerai l’introduction obligatoire des nouveaux services basés sur les nouvelles technologies, la nécessité de stimuler et d’accélérer la transition vers la technologie numérique ou la coordination de la nouvelle directive avec la révision de la directive relative au commerce électronique.
