IN-CONTEXT TRANSLATIONS

6 (1) For the purposes of the Canada-Newfoundland Atlantic Accord Implementation Act, the decision of the Board concerning the application for approval of the Hibernia Canada-Newfoundland Benefits Plan and the Hibernia Development Plan, which decision was published as Decision 86.01 and submitted to the Minister on June 18, 1986, shall be deemed to have been validly made by the Board pursuant to sections 45 and 139 of that Act and the conditions referred to in subsection 32(1) of that Act shall be deemed to have been satisfied in respect of that decision.
6 (1) Pour l’application de la Loi de mise en oeuvre de l’Accord atlantique Canada — Terre-Neuve, la décision 86.01 de l’Office, relative à la demande d’autorisation du plan de retombées économiques et du plan de mise en valeur du champ Hibernia et soumise au ministre le 18 juin 1986, est réputée valablement prise par l’Office tant en vertu des articles 45 et 139 de cette loi qu’au regard des conditions prévues au paragraphe 32(1) de la même loi.

(4) The Board may require that any Canada-Newfoundland benefits plan include provisions to ensure that disadvantaged individuals or groups have access to training and employment opportunities and to enable such individuals or groups or corporations owned or cooperatives operated by them to participate in the supply of goods and services used in any proposed work or activity referred to in the benefits plan.

45 (1) In this section, “Canada-Newfoundland benefits plan” means a plan for the employment of Canadians and, in particular, members of the labour force of the Province and, subject to paragraph (3)(d), for providing manufacturers, consultants, contractors and service companies in the Province and other parts of Canada with a full and fair opportunity to participate on a competitive basis in the supply of goods and services used in any proposed work or activity referred to in the benefits plan.

It is time the federal government stood up for them and said it will doing something, that it will articulate a policy to request that the internal trade barriers come down, that the people in Newfoundland benefit, that the people in Labrador get to develop their natural resources, that Voisey Bay will not be farmed out to Ontario or to another province, that Newfoundland and Labrador will have the electricity, power and access to the natural resources so that they can become a have province and not dependent on others for a federal transfer payment.
