There are all kinds of complicated issues that surely we can figure out in advance of the next incident, rather than having, as we did in this one, no data, or haphazard research, in comparison with other jurisdictions that were learning from the event and publishing information so that they could inform not only their own efforts, but those in other parts of the world.
