In order to reflect the changes made by the Treaty of Lisbon to the previous Treaties, as regards space and sport, in the names of the Council’s configurations, the title of the ‘Competitiveness (internal market, industry and research)’ configuration should be amended by the addition of the word ‘space’, and the title of the ‘Education, youth and culture’ configuration should be amended by the addition of the word ‘sport’.
Aux fins de refléter, dans la dénomination des formations du Conseil, les modifications apportées par le traité de Lisbonne aux traités précédents en ce qui concerne l'espace et le sport, il y a lieu d'adapter la dénomination de la formation «Compétitivité (marché intérieur, industrie et recherche)», par l'ajout du mot «espace», et de la formation «Éducation, jeunesse et culture», par l'ajout du mot «sport».

The Recommendation of the European Parliament and of the Council of 20 December 2006 on the protection of minors and human dignity and on the right of reply in relation to the competitiveness of the European audiovisual and on-line information services industry already contains a series of possible measures for promoting media literacy such as, for example, continuing education of teachers and trainers, specific Internet training aimed at children from a very early age, including sessions open to parents, or organisation of national campaigns aimed at citizens, involving all communications media, to provide information on using the Internet responsibly.
La recommandation du Parlement européen et du Conseil du 20 décembre 2006 sur la protection des mineurs et de la dignité humaine et sur le droit de réponse en liaison avec la compétitivité de l’industrie européenne des services audiovisuels et d’information en ligne prévoit déjà une série de mesures possibles pour promouvoir l’éducation aux médias, par exemple l’éducation permanente des enseignants et des formateurs, une formation axée sur l’internet à l’intention des enfants dès le plus jeune âge, comprenant des sessions ouvertes aux parents, ou l’organisation de campagnes nationales à l’intention des citoyens, mobilisant tous les moyens de communication, afin d’informer sur une utilisation responsable de l’internet.

The European Council of March also agreed upon some additional measures such as the following: removing barriers while preventing the creation of new ones and achieving a fully operational internal market; further reducing administrative burdens; improving framework conditions for industry in order to maintain a strong industrial base and for businesses with a special focus on SMEs and innovation; encouraging partnership between business, research, education and training; and stepping up and improving the quality of investment in research, knowledge, and education.
Le Conseil européen de mars a également permis de dégager un accord concernant des mesures supplémentaires: suppression des obstacles tout en empêchant la création de nouvelles barrières, et réalisation d’un marché intérieur totalement opérationnel; réduction supplémentaire des charges administratives; amélioration des conditions cadres pour le secteur industriel en vue de conserver une base industrielle solide, avec une attention spécifique en faveur des PME et de l’innovation; soutien aux partenariats entre mondes de l’entreprise, de la recherche, de l’éducation et de la formation; et modernisation et amélioration de la qualité des investissements en faveur de la recherche, des connaissances et de l’éducation.

At its meeting on 19 and 20 March the European Council agreed on the following measures: eliminating existing barriers and preventing the emergence of new ones, achieving a fully functioning internal market, further reducing the administrative burden, improving the framework conditions for industry in order to retain a strong industrial base for enterprise with particular emphasis on small and medium-sized firms and innovation, supporting partnerships between the different areas of business, research, education and training and increasing the quality of investments in research, knowledge, and education.
Lors de sa réunion des 19 et 20 mars, le Conseil européen a arrêté les mesures suivantes: éliminer les obstacles existants et empêcher l’apparition de nouveaux, parvenir à un marché intérieur fonctionnant de manière pleinement satisfaisante, en améliorant les conditions-cadres applicables à l’industrie afin de maintenir une base industrielle solide pour les entreprises et en particulier pour les petites et moyennes entreprises et l’innovation, en soutenant les partenariats entre les différents secteurs économiques, la recherche, l’enseignement et la formation, et améliorer la qualité des investissement dans la recherche, la connaissance et l’enseignement.

To this end, and like in other industrial sectors in the EU such as aeronautics and automobile, it is appropriate to use the " European Credit system for Vocational Education and Training (ECVET) " (see Recommendation of the European Parliament and of the Council of 18 June 2009[4]), the objective of which is promoting mutual trust, transparency as well as recognition of competencies and qualifications in VET across the 27 EU Member States.
À cette fin, et comme dans d'autres secteurs de l'UE tels que l'aéronautique et l'automobile, il convient d'utiliser le «système européen d'accumulation et de transfert d'unités de cours capitalisables pour l'enseignement et la formation professionnels» (ECVET) (voir la recommandation du Parlement européen et du Conseil du 18 juin 2009[4]), dont l'objectif est de promouvoir la confiance mutuelle, la transparence ainsi que la reconnaissance des compétences et des qualifications dans l'enseignement et la formation professionnels dans les 27 États membres de l'UE.

The Commission’s impending report to the European Council on university education should be extremely relevant in this connection, since the report will deal above all with the education-research-innovation triangle, as well as with the connections between universities and industry.
Le prochain rapport de la Commission au Conseil européen sur l’enseignement universitaire devrait se révéler extrêmement pertinent à ce propos, dès lors qu’il traitera principalement du triangle unissant l’enseignement, la recherche et l’innovation, ainsi que des relations entre l’enseignement supérieur et les entreprises.

3. Calls on the Commission to carry out an in-depth study on a European map of cultural industries to be submitted to the European Parliament and the Council, which will concentrate on cultural, economic, legal, technological and educational aspects, also paying attention to the implications linked to the enlargement of the EU; believes that the map should contain data on employment, intellectual property rights, index of competitiveness, new products and exports; also believes that the map should be submitted to the appropriate professional bodies and associations for a permanent consultation;
3. presse la Commission d'élaborer à l'intention du Parlement européen et du Conseil une étude approfondie sur une carte européenne des industries culturelles, qui se concentrera sur les aspects culturels, économiques, juridiques, technologiques et éducatifs et qui s'intéressera également aux implications dérivées de l'élargissement de l'UE; estime que cette carte doit comporter des données sur l'emploi, les droits de la propriété intellectuelle, l'indice de compétitivité, les nouveaux produits et les exportations et qu'elle doit aussi être soumise aux organismes et associations professionnels appropriés aux fins de consultation permanente;
