In order to ensure a quick response in the fight against youth unemployment, Regulation (EU) No 1303/2013 of the European Parliament and of the Council and Regulation (EU) No 1304/2013 of the European Parliament and of the Council laid down provisions allowing a quicker mobilisation of the resources allocated to the YEI, including, inter alia, the commitment of all the resources in the first two years of the programming period, the possibility to adopt operational programmes dedicated to the YEI before the Partnership Agreement, as referred to in Regulation (EU) No 1303/2013, is submitted to the Commission, and the eligibility of expenditure incurred in respect of operations under the YEI as from 1 September 2013.
Afin d'assurer la célérité des actions visant à résorber le chômage des jeunes, les règlements du Parlement européen et du Conseil (UE) nº 1303/2013 et (UE) nº 1304/2013 ont prévu des dispositions permettant de mobiliser plus rapidement les ressources allouées à l’IEJ, grâce, notamment, à l’engagement de toutes les ressources au cours des deux premières années de la période de programmation, à la possibilité d’adopter des programmes opérationnels spécifiques pour l’IEJ avant que l’accord de partenariat, visé dans le règlement (UE) nº 1303/2013, ne soit soumis à la Commission et à l’éligibilité dès le 1 septembre 2013 des dépenses exposées dans le cadre des opérations soutenues au titre de l’IEJ.

The Committee on Regional Development (REGI) drafted an opinion to the Committee on Economic and Monetary Affairs (ECON) due to the fact that the cohesion policy umbrella regulation (EU) No 1303/2013 of the European Parliament and of the Council of laying down common provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund and laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund, the European Maritime and Fisheries Fund and repealing Council Regulation (EC) No 1083/2006 includes in Article 23 and Annex III the macroeconomic imbalances procedure as a trigger for funds suspension.
Le présent avis de la commission REGI à l'intention de la commission ECON est motivé par le fait que l'article 23 et l'annexe III du règlement dont relève la politique de cohésion, à savoir le règlement (UE) n° 1303/2013 du Parlement européen et du Conseil portant dispositions communes relatives au Fonds européen de développement régional, au Fonds social européen, au Fonds de cohésion, au Fonds européen agricole pour le développement rural et au Fonds européen pour les affaires maritimes et la pêche, portant dispositions générales applicables au Fonds européen de développement régional, au Fonds social européen, au Fonds de cohésion et au Fonds européen pour les affaires maritimes et la pêche, et abrogeant le règlement (CE) n° 1083/2006 du Conseil, prévoient la suspension de la dotation des fonds en cas d'application de la procédure concernant les déséquilibres macroéconomiques.

4. Without prejudice to Article 67 (4) of Regulation (EU) No (1303/2013), grants and repayable assistance for which the public support does not exceed EUR 50 000 shall take the form of standard scales of unit costs or lump sums in accordance with paragraph 1 of this Article or with Article 67 of Regulation (EU) No (1303/2013) or flat rates in accordance with Article 67 of Regulation (EU) No (1303/2013), except for operations receiving support within the framework of a State aid scheme.
4. Sans préjudice de l'article 67, paragraphe 4, du règlement (UE) no 1303/2013, les subventions et l'assistance remboursable pour lesquelles le soutien public ne dépasse pas 50 000 EUR prennent la forme de barèmes standard de coûts unitaires et de montants forfaitaires, conformément au paragraphe 1 du présent article ou à l'article 67, du règlement (UE) no 1303/2013 ou de taux forfaitaires conformément à l'article 67 du règlement (UE) no 1303/2013, à l'exception des opérations bénéficiant d'un soutien dans le cadre d'un régime d'aides d'État.
