Regulation (EC) No 1760/2000 of the European Parliament and of the Council (4) provides that each Member State is to establish a system for the identification and registration of bovine animals in accordance with that Regulation.

Regulation (EC) No 1760/2000 establishes a system for the identification and registration of bovine animals comprising ear tags applied to both ears of each animal, computerised databases, animal passports and individual registers kept at each holding.

In the light of the technological development of new types of electronic identifiers, it is appropriate to broaden the scope of the means of identification provided for in Regulation (EC) No 1760/2000 in order to enable the use of electronic identifiers as an official means of identification.

(23) In order to ensure uniform conditions for the implementation of Regulation (EC) No 1760/2000 with respect to the registration of holdings making use of alternative means of identification, technical characteristics and modalities for the exchange of data between the computerised databases of Member States, the format and design of the means of identification, technical procedures and standards for the implementation of EID, the format of the passports and of the register to be kept on each holding, rules concerning the modalities for the application of the sanctions imposed by the Member States on holders pursuant to Regulation (EC) No 1760/2000, corrective actions to be taken by the Member States to ensure proper compliance with Regulation (EC) No 1760/2000, in cases where on-the-spot checks so justify, implementing powers should be conferred on the Commission.
(23) Pour garantir l'uniformité des conditions d'application du règlement (CE) n° 1760/2000 en ce qui concerne l'enregistrement des exploitations ayant recours à d'autres moyens d'identification, les caractéristiques techniques et les modalités de l'échange de données entre les bases de données informatisées des États membres, la présentation et la conception des moyens d'identification, les procédures et normes techniques nécessaires à la mise en place de l'identification électronique, la présentation des passeports et du registre devant être tenu dans chaque exploitation, les règles définissant les modalités d'application des sanctions imposées par les États membres aux exploitants en vertu du règlement (CE) n° 1760/2000 ainsi que les mesures correctrices que les États membres doivent prendre pour assurer la bonne observation du règlement (CE) n° 1760/2000 lorsque des contrôles sur place le justifient, il convient que des compétences d'exécution soient conférées à la Commission.

(23) In order to ensure uniform conditions for the implementation of Regulation (EC) No 1760/2000 with respect to the registration of holdings making use of alternative means of identification, technical characteristics and modalities for the exchange of data between the computerised databases of Member States, the declaration that the data exchange system between Member States is fully operational, the format and design of the means of identification, technical procedures and standards for the implementation of EID, the format of the passports and of the register to be kept on each holding, rules concerning the modalities for the application of the sanctions imposed by the Member States on holders pursuant to Regulation (EC) No 1760/2000, corrective actions to be taken by the Member States to ensure proper compliance with Regulation (EC) No 1760/2000, in cases where on-the-spot checks so justify, and the necessary rules to ensure proper compliance in particular as regards controls, administrative sanctions, and various maximum periods laid down in this Regulation, implementing powers should be conferred on the Commission.

(22) In order to ensure that the necessary rules for the proper functioning of the identification, registration and traceability of bovine animals and beef are applied, the power to adopt acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of requirements for alternative means of identification of bovine animals, special circumstances in which Member States may extend the maximum periods for the application of the means of identification, data to be exchanged between the computerised databases of the Member States, the maximum period for certain reporting obligations, the requirements for means of identification, the information to be included in the passports and in the individual registers to be kept on each holding, the minimum level of official controls, the identification and registration of movements of bovine animals during different types of seasonal transhumance , rules for labelling certain products which should be equivalent to the rules laid down in Regulation (EC) No 1760/2000, the definitions of minced beef, beef trimmings or cut beef, the maximum size and composition of certain groups of animals, the approval procedures related to labelling conditions on packaging of cut meat and the administrative sanctions to be applied by the Member States in cases of non-compliance with Regulation (EC) No 1760/2000.
(22) Afin de garantir l'application des règles nécessaires au bon fonctionnement de l'identification, de l'enregistrement et de la traçabilité des bovins et de la viande bovine, il y a lieu que le pouvoir d'adopter des actes délégués soit conféré à la Commission, conformément à l'article 290 du traité, en ce qui concerne les exigences relatives à d'autres moyens d'identifier les bovins, les circonstances particulières dans lesquelles les États membres peuvent prolonger le délai maximal prévu pour l'application des moyens d'identification, les données à échanger entre les bases de données informatisées des États membres, le délai maximal prévu pour certaines obligations de notification, les exigences applicables aux moyens d'identification, les informations qui doivent figurer dans les passeports et dans les registres qui doivent être tenus dans chaque exploitation, les contrôles officiels minimaux, l'identification et l'enregistrement des mouvements de bovins dans les différents types de transhumance saisonnière , les règles d'étiquetage de certains produits, lesquelles devraient être équivalentes à celles fixées dans le règlement (CE) n° 1760/2000, les définitions des termes «viande bovine hachée», «chutes de parage de viande bovine» ou «viande bovine découpée», la taille maximale et la composition de certains groupes d'animaux, les procédures d'agrément relatives aux conditions d'étiquetage des conditionnements de morceaux de viande bovine et les sanctions administratives que les États membres doivent appliquer en cas d'inobservation des dispositions du règlement (CE) n° 1760/2000.
