2. By way of derogation from the third subparagraph of Article 2(1) of Implementing Regulation (EU) No 480/2012, for 2015, import licence applications for broken rice under quota 09.4079 may not be lodged after 13.00 (Brussels time) on Friday 4 December 2015.

Par dérogation à l'article 2, paragraphe 1, troisième alinéa, du règlement d'exécution (UE) no 480/2012, pour l'année 2015, les demandes de certificats d'importation de brisures de riz dans le cadre du contingent 09.4079 ne peuvent plus être déposées après le vendredi 4 décembre 2015 à 13 heures, heure de Bruxelles.

In view of the public holidays in 2015, derogations should be made, at certain times, from Regulations (EC) Nos 2305/2003, 969/2006, 1067/2008, 1964/2006, Implementing Regulation (EU) No 480/2012 and Regulations (EC) Nos 828/2009 and 1918/2006 as regards the dates for lodging import licence applications and issuing import licences in order to ensure compliance with the quota volumes in question.
Compte tenu des jours fériés de l'année 2015, il convient de déroger, à certaines périodes, aux règlements (CE) no 2305/2003, (CE) no 969/2006, (CE) no 1067/2008 et (CE) no 1964/2006, au règlement d'exécution (UE) no 480/2012, et aux règlements (CE) no 828/2009 et (CE) no 1918/2006, en ce qui concerne les dates pour le dépôt des demandes de certificats d'importation et la délivrance de ces certificats, pour permettre d'assurer le respect des volumes contingentaires en cause.

Commission Regulation (EC) No 1964/2006 (8) and Commission Implementing Regulation (EU) No 480/2012 (9) lay down specific provisions on the lodging of import licence applications and the issuing of import licences for rice originating in Bangladesh under quota 09.4517 and broken rice under quota 09.4079.

The third reference in Article 21 of Delegated Regulation (EU) No 480/2014 concerns types of operations or projects forming part of operations which might make use of the calculation of indirect costs by applying a flat rate in accordance with Article 124(4) of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council (5).

Notes that in 2012, the European Council and the Council had an overall budget of EUR 533 920 000 (EUR 563 262 480 in 2011), with an implementation of 91,8 %; is concerned that the underspending rate continues to be high and calls for the development of key performance indicators within the most critical areas, such as delegations' travel envelopes, logistics and interpretation;
4. prend acte du fait qu'en 2012, le Conseil européen et le Conseil ont disposé d'un budget général de 533 920 000 EUR (563 262 480 EUR en 2011), exécuté à hauteur de 91,8 %; est préoccupé par le fait que le pourcentage inutilisé demeure élevé et demande l'élaboration d'indicateurs clés de performance dans les domaines les plus critiques, comme les enveloppes pour les missions des délégations, la logistique et l'interprétation;

15. Notes with concern that the potential costs incurred as a result of these late cancellations would represent, without last-minute redeployment of some interpreters, a substantial proportion of the overall interpretation budget; notes in this connection that in 2011 EUR 4 350 000 (7,6 % of the interpretation budget) and in 2012 EUR 5 480 000 (11,9 % of the interpretation budget) would have been spent on interpretation services made available and then cancelled outside the deadlines foreseen in the Code of Conduct on Multilingualism; calls on the Bureau to provide the Committee on Budgetary Control with a detailed analysis of the growing trend in late cancellations and to introduce a mechanism to increase awareness of the lost resources due to late cancellations and to significantly reduce the number and percentage of such cancellations;
15. observe avec préoccupation que les coûts potentiels découlant de ces annulations tardives représenteraient une part considérable du budget global de l'interprétation, sans redéploiement de dernière minute de certains interprètes; note, à cet égard, qu'en 2011, 4 350 000 EUR (7,6 % du budget de l'interprétation) et en 2012, 5 480 000 EUR (11,9 % du budget de l'interprétation) auraient ainsi été dépensés pour des services d'interprétation mis à disposition, puis annulés en dehors des délais prévus dans le code de conduite du multilinguisme; invite le Bureau à fournir à la commission du contrôle budgétaire une analyse détaillée de la tendance croissante aux annulations tardives et à introduire un mécanisme pour sensibiliser à la perte de ressources du fait des annulations tardives et réduire considérablement le nombre et le pourcentage de ces annulations;

14. Notes with concern that the costs incurred as a result of these late cancellations represent a substantial proportion of the overall interpretation budget; notes in this connection that in 2011 the sum of EUR 4 350 000 (7.6 % of the interpretation budget), and in 2012 the sum of EUR 5 480 000 (11.9 % of the interpretation budget), was spent on interpretation services made available but not used on account of late requests or cancellations; calls on the Bureau to provide the Committee on Budgetary Control with a detailed analysis of the growing trend towards late cancellations and to introduce a mechanism aimed at increasing awareness of the resources lost as a result of late cancellations and significantly reducing the number and percentage of such cancellations;

In 2012 the allocation is €480 million and the estimate for 2013 is €490 million (see table below).
