The Commission will: ensure, through an internal network, that all departments apply its multilingualism policy in a coherent way; continue to foster multilingualism on its Internet portal (Europa) and in its publications; launch a Languages portal on Europa providing information about multilingualism in the European Union and accommodating new portals dedicated to language learners and language teachers; give a greater role to its translation field offices in the Member States in promoting multilingualism, particularly through the customisation of the Commission’s messages for local target audiences; organise high-level seminars on multilingualism in the Member States, targeted at journalists and other opinion multipliers; continue to offer universities grants and teaching assistance in the field of conference interpreting, help develop distance learning tools and fund student bursaries and training visits; continue to develop cost-effective multilingual conferencing and communication tools under the Commission’s project on the interoperable delivery of pan-European e-government services to public administrations, businesses and citizens; [38] support the European Master’s in Conference Interpreting and the European Master’s in Conference Management, thereby enhancing co-operation, pooling expertise and disseminating best practice in these fields; continue to play a full part in the International Annual Meeting on Language Arrangements, Documentation and Publication, a body which discusses new job and skills requirements; continue to provide universities with a model curriculum of a Master’s degree in translation and supply visiting translators to help train students in translation; and organise an international translation competition between schools in Member States, to promote language knowledge and the language professions. |

In order to ensure uniform conditions for the implementation of this Regulation, implementing powers should be conferred on the Commission in respect of setting out the annual breakdown, by Member State, of the global resources available for commitments in the framework of shared management approving the operational programmes and their amendments, approving the work plans for data collection, adopting the annual work programmes relating to technical assistance at the initiative of the Commission, recognising that there is evidence suggesting non-compliance with obligations under the CFP, recognising that a Member State has failed to comply with its obligations under the CFP, suspending all or part of the interim payments under the operational programme and making financial corrections by cancelling all or part of the Union support for an operational programme.

C. whereas in November 2012 the United States announced that the conference could not be convened in 2012 because of present conditions in the Middle East and the fact that the states in the region had not reached agreement on acceptable conditions for a conference; whereas the US has put forward specific parameters necessary for the conference, including: the participation of all countries of the Middle East and other relevant countries; an exchange of views on a broad agenda, to include regional security issues; a mandate drawn up by all the countries in the region; and a requirement that the conference operate by consensus;

Welcomes the establishment of the Green Climate Fund (GCF) board and looks forward to a decision on the hosting of the GCF secretariat in Doha; notes that further decisions are required at the Doha Conference to bring the GCF into operation, as agreed in the Cancún Agreements, especially as regards its initial capitalisation, and stresses the need to mobilise financial support from the Parties in order to bring the GCF into operation; recognises that the Green Climate Fund is vital for the capacity of LDCs to mitigate and adapt to climate change, and that concrete financial commitments in this area are of the utmost importance;

In Europe, the principles and measures referred to above shall at least correspond to the definition of sustainable forest management (SFM) that was adopted in Resolution 1 of the 2nd Ministerial Conference on the Protection of Forests in Europe (Helsinki, 16-17 June 1993), the Pan-European Operational Level Guidelines for Sustainable Forest Management, as endorsed by the 3rd Ministerial Conference on the Protection of Forests in Europe (Lisbon, 2-4 June 1998) and the Improved Pan-European Indicators for SFM, adopted at the MCPFE Expert Level Meeting of 7-8 October 2002 that were endorsed at 4th Ministerial Conference on the Protection of Forests in Europe (Vienna, 28-30 April 2003).
