The first was European unity, which we have developed progressively: first by bringing together the four largest countries in Europe with the Commission, the European Central Bank and the President of the Eurogroup; then by arranging, for the first time since 2000, a meeting of the countries in the Eurogroup at Head of State or Government level, and, finally, in September, by bringing together all the Heads of State or Government, we have developed a recovery plan for European banks that is supported by all the countries of Europe. It was, as you know, difficult, because the severity of the crisis had led certain countries to take premature decisions: I am sure they could not have done otherwise, for example the Irish when overwhelmed by the attacks on the whole of their banking system.

As my colleague, Mr Lehne, attacked the Chairmen of the three groups here, I might remark that both the Group of the European People’s Party (Christian Democrats) and European Democrats and the Group of the Party of European Socialists have themselves provided the reason why the three groups have had to form an alliance. The means the two largest groups have employed to prevent you, Mr President, from holding discussions with the Council have been totally unacceptable.

U. The Ombudsman and the Committee on Petitions have received many petitions and approaches from citizens citing the Charter, although there are numerous apparent misunderstandings of its scope or level of protection. Nevertheless they have been in the forefront of those who have actively deployed the Charter in the interests of the citizen. They have upheld complaints and used their powers of own initiative over discrimination in the recruitment and employment policies of the EU institutions in respect of age, sex, race, freedom of expression and parental leave. They also apply systematically the Code of Good Administrative Behaviour to seek to give effect to the provisions of the Charter. They consider that the Charter should be binding whenever Community law is being applied. The Committee on Petitions and the European Ombudsman and his network of national ombudsmen could play an important role in promoting and monitoring the implementation of the Charter, and the Ombudsman could be empowered to refer important fundamental rights cases to the Court of Justice;

It is interesting that my colleagues in Europe have been assured by the European Commission — I will not comment upon whether the European Commission's assurances always come true — that they will examine import taxes to Europe based upon Kyoto compliance or non-compliance because they are paying the economic cost of being compliant.
