This principle was stated for the first time in 1992 in a Communication 'An open and structured dialogue between the Commission and special interest groups' in which the Commission also encouraged special interest groups (both profit-making and non profit-making) to draw up voluntarily codes of conduct which should include the minimum requirements as listed in the Communication .
