Draws particular attention to the situation of thousands of North Caucasus refugees in EU Member States, with special reference to the diaspora from Chechnya living in Austria, which amounts to at least 20 000 people, including many minors; expresses serious concern, in that connection, at the murder of a Chechen refugee in Vienna in May 2010 and the grave allegations regarding the Chechen President’s implication in that crime; calls for the EU Member States to implement a more coordinated, coherent and visible policy on the protection of North Caucasus refugees on European soil, in accordance with their humanitarian and human rights obligations;

The EU views with concern the situation of refugees in the North Caucasus and reiterates its strict rejection of all attempts to make them return to Chechnya on a coercive or involuntary basis.

4. Welcomes the invitation to the chairman of the OSCE to visit the North Caucasus region on 14-15 December and urges the Russian government to allow this mission to enter Chechnya itself with a view to alleviating the plight of the refugees and contributing to a political solution to the crisis;
4. se félicite de l'invitation adressée au Président de l'OSCE de se rendre dans le nord du Caucase les 14 et 15 décembre, et invite instamment le gouvernement russe à autoriser cette mission à pénétrer en Tchétchénie en vue de soulager le sort des réfugiés et de contribuer à une solution politique de la crise;

8. Urges the Russian authorities to honour their commitment entered into at the OSCE Istanbul Summit that international humanitarian aid agencies would be allowed to assist the victims of the Chechen war; welcomes the invitation to the chairman of the OSCE to visit the North Caucasus region on 14-15 December and urges the Russian government to allow this mission to enter Chechnya itself in order to alleviate the plight of the refugees and to contribute to a political solution to the crisis;
8. demande instamment aux autorités russes de respecter l'engagement qu'elles ont pris lors du sommet de l'OSCE d'Istanbul, engagement tendant à autoriser les organismes d'aide humanitaire internationale à venir en aide aux victimes du conflit de Tchétchénie; se félicite de l'invitation adressée au Président de l'OSCE à se rendre dans la région du nord du Caucase les 14 et 15 décembre et demande instamment au gouvernement russe d'autoriser cette mission à pénétrer en Tchétchénie afin de soulager la situation des réfugiés et de contribuer à une résolution politique de la crise;
