The partnership and cooperation agreements, the association agreements and other existing or future agreements that establish a relationship with partner countries, with particular emphasis on the Energy Community Treaty and the Energy Charter Treaty and its Transit Protocol, corresponding Communications, Council conclusions and European Parliament Resolutions as well as relevant conclusions of ministerial meetings with the partner countries shall constitute the overall policy framework for programming and implementing Union support under this Regulation.

The Association Committee established in accordance with Article 464(1) of the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other (‘the Agreement’), shall assist the Association Council in the performance of its duties and perform the tasks provided for in the Agreement and assigned to it by the Association Council.

In order not to jeopardise the effective performance and operations of the Agency in the Western Balkans, we have also found it sensible to go ahead with the original proposal to extend the time limit of the Agency's mandate and not to await the final outcome of the Council's discussions on the assistance package for the Northern Cyprus community and the extension of the geographical scope of the Agency.
Afin de ne pas mettre en péril l’efficacité des opérations menées par l’Agence dans les Balkans occidentaux, nous avons également jugé utile de promouvoir la proposition initiale de prolonger l’échéance du mandat de l’Agence sans attendre le résultat final des discussions au sein du Conseil sur le paquet d’assistance en faveur de la partie septentrionale de Chypre et l’extension de la portée géographique de l’Agence.
