Considers it appropriate to evaluate the need for an international conference be held with the BRICS countries which would on the one hand focus on the future financing of the MDGs, and on the other promote triangular cooperation arrangements involving one northern donor country, one emerging country and one developing country; points out that the concept of ‘development effectiveness’ is not only useful for measuring Policy Coherence for Development (PCD), but also provides an opportunity to deepen the dialogue with the BRICS countries, given that this is the concept preferred by emerging donors in development cooperation;

Regards the Northern Dimension as a focal point for regional cooperation in Northern Europe; notes that the four partners, namely the EU, Iceland, Norway and the Russian Federation, as well as the Arctic Council, the Barents Euro-Arctic Council, the Council of the Baltic Sea States, the Nordic Council of Ministers, the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB), the Nordic Investment Bank (NIB) and the World Bank (IBRD), are participants in the Northern Dimension and that both Canada and the United States hold observer status in the Northern Dimension; stresses the need for close alignment between the Northern Dimension policy and the EU's evolving Arctic policy; notes the Northern Dimension's Arctic Window; highlights the valuable experience of the Northern Dimension partnerships, particularly the new Northern Dimension Partnership on Transport and Logistics and its benefits for cooperation in the Arctic;

Welcomes the political recognition and the specific funds granted to local authorities by the above-mentioned instrument for development cooperation (DCI): (a) local authorities are involved upstream in the definition of the cooperation strategies of developing countries, the drawing up of geographic and thematic programmes, their implementation and their evaluation; (b) up to 15% of the thematic programme 'non-State actors and local authorities' may be allocated directly to local authorities; (c) European local authorities will be integrated in a structured political dialogue with the Community institutions and the other Northern development stakeholders;

This Regulation constitutes a development of provisions of the Schengen acquis in which the United Kingdom does not take part, in accordance with Council Decision 2000/365/EC of 29 May 2000 concerning the request of the United Kingdom of Great Britain and Northern Ireland to take part in some of the provisions of the Schengen acquis (14), and subsequent Council Decision 2004/926/EC of 22 December 2004 on the putting into effect of parts of the Schengen acquis by the United Kingdom of Great Britain and Northern Ireland (15).

For example, the gap that exists between the standard of living in Russia and that in the European Union and the difference in the rate of development are so enormous that this in itself constitutes a threat to security. There are nuclear power plants, the transportation of nuclear material, and then there is this problem over the Arctic region. Do the Commission and Denmark also now intend, within the framework of the Northern Dimension, to look into the issue of the so-called Arctic Window in the Northern Dimension, and what in concrete terms do they intend to achieve in doing so?
