III. MEANS TO SUIT THE ENDS The Commission is proposing to apply the following principles: - a doubling in real terms between now and 1992 in the commitment appropriations for structural Funds, to around 25% of the Community budget cmpared with 16% at present; this will be equivalent to 0.3% of Community GDP; - 4 - - wider and more judicious recourse to the lending and financing possibilities that exist; - implementation of multiannual budgetary programming under the budgetary discipline arrangements.
III. DES MOYENS APPROPRIES AUX FINS La Commission propose de mettre en oeuvre les principes suivants: - le doublement en termes reels des Fonds Structurels d'ici 1992 en credits d'engagement; leur poids dans le budget atteindrait ainsi 25 % environ contre 16 % actuellement et leur part dans le PIB de la Communaute atteindrait 0,3%; - un recours plus large et plus judicieux aux possibilites de pret et de financement; - la mise en oeuvre d'une programmation budgetaire pluriannuelle, dans le cadre de la discipline budgetaire.
