Then there is the problem of the situation regarding the Lisbon Treaty. If we do not have the Lisbon Treaty, a number of Member States including mine – to take off my Union president’s hat – have said that in effect the current treaty was a treaty of 27 and that in order to enlarge we did indeed need the Lisbon Treaty. I am telling you honestly, Mrs Doyle, that is the Council’s position at present.
Après se pose le problème de ce qu'est le traité de Lisbonne et là, si nous n'avons pas le traité de Lisbonne, un certain nombre d'États membres dont celui que je représente − si je quitte la casquette de présidence de l'Union −, ont dit qu'effectivement le traité actuel était un traité à vingt-sept et que, pour élargir, nous avions effectivement besoin du traité de Lisbonne. 1. For the period of the 2009-2014 parliamentary term remaining at the date of entry into force of this Article, and by way of derogation from Articles 189, second paragraph, and 190(2) of the Treaty establishing the European Community and Articles 107, second paragraph, and 108(2) of the Treaty establishing the European Atomic Energy Community, which were in force at the time of the European Parliament elections in June 2009, and by way of derogation from the number of seats provided for in the first subparagraph of Article 14(2) of the Treaty on European Union, the following 18 seats shall be added to the existing 736 seats, thus provisionally bringing the total number of members of the European Parliament to 754 until the end of the 2009-2014 parliamentary term:

In a limited number of cases, the scope of a RTD objective and the scale of the resources involved justify setting up long-term public-private partnerships in the form of Joint Technology Initiatives. These initiatives, mainly resulting from the work of European Technology Platforms and covering one or a small number of selected aspects of research in their field, will combine private sector investment and national and European public funding, including grant funding from the Research Framework Programme and loan finance from the European Investment Bank. Joint Technology Initiatives will be decided individually on the basis of separate proposals (e.g. on the basis of Article 171 of the Treaty).

A number of members of the Convention – even a large number of them – would have liked it to have been possible to deal with this subject, because the revision procedure is going to remain that laid down by the treaties.
