Numerous discussions have taken place within the Council working party, revealing the deep divide existing between, on the one hand, the Commission and the three Member States which have very highly developed institutions for retirement provision (the United Kingdom, the Netherlands and Ireland), accounting for over 80% of the institutions for retirement provision, and the remaining Member States on the other.
Celles-ci ont permis de constater les profonds différends existant entre, d'une part, la Commission et les trois pays membres qui disposent des institutions de retraite très évoluées (GB, PB, IRL) qui représentent plus de 80% des institutions de retraite, et d'autre part, les autres Etats membres.
