In particular, it provides that “[.] When defining the adjustment path to the medium-term budgetary objective for Member States that have not yet reached this objective, and in allowing a temporary deviation from this objective for Member States that have already reached it, provided that an appropriate safety margin with respect to the deficit reference value is preserved and that the budgetary position is expected to return to the medium-term budgetary objective within the programme period, the Council and the Commission shall take into account the implementation of major structural reforms which have direct long-term positive budgetary effects, including by raising potential sustainable growth, and therefore a verifiable impact on the long-term sustainability of public finances.

Particular attention will be given to ensure that regulation on life sciences and biotechnology adequately integrates our international objectives and facilitates innovation and international competitiveness, that Community research contributes coherently and effectively to Community objectives, and that other Community policies and objectives (e.g. in environment, public health and consumer protection, education, employment, agriculture, trade and development policies) adequately reflect the long-term and global importance of life sciences and biotechnology.

Tasks related to the "Management of Pooled resources" and "Research Development" were merged under specific objective n° 6, "Eurosur" and "Situational Picture" were merged under specific objective n°7 whereas "External and Public Relations" and "Fundamental Rights" were presented jointly under specific objective n°8.

207.3 Every institution or public authority that, at any time in a year, disposes of an object within 10 years after the object became an object described in subparagraph 39(1)(a)(i.1) shall pay a tax under this Part, in respect of the year, equal to 30% of the object’s fair market value at that time, unless the disposition was made to another institution or public authority that was, at that time, designated under subsection 32(2) of the Cultural Property Export and Import Act either generally or for a specified purpose related to that object.

(3) On receipt of an objection under subsection (1), and if the application for the issuance of the letters patent to which the objection relates has been received, the Superintendent shall, if satisfied that it is necessary and in the public interest to do so, hold or cause to be held a public inquiry into the objection as it relates to the application and, on completion of the inquiry, the Superintendent shall report the findings of the inquiry to the Minister.

32 (1) For the purposes of subparagraph 39(1)(a)(i.1), paragraph 110.1(1)(c), the definition “total cultural gifts” in subsection 118.1(1) and subsection 118.1(10) of the Income Tax Act, where a person disposes of or proposes to dispose of an object to an institution or a public authority designated under subsection (2), the person, institution or public authority may request, by notice in writing given to the Review Board, a determination by the Review Board as to whether the object meets the criteria set out in paragraphs 29(3)(b) and (c) and a determination by the Review Board of the fair market value of the object.

30 (1) Subject to subsection (2), where the Review Board establishes a delay period under paragraph 29(5)(a) in respect of an object and an offer to purchase the object is made by an institution or a public authority in Canada within that period, either the person who applied for an export permit in respect of the object or the institution or public authority making the offer to purchase may, where the offer is not accepted, by notice in writing given to the Review Board, request the Review Board to determine the amount of a fair cash offer to purchase.

YEAS: 7 NAYS: 3 On Clause 6 Yvan Loubier moved, That Bill C-7, in Clause 6, be amended by replacing subsections (1) through (4) with the following “(1) An administration of government code must address and achieve the following objectives: (a) frequency of meetings; (b) the manner of calling and publicizing meetings; (c) the participation of members in meeting and; (d) the keeping of minutes of proceedings at meetings and access to the minutes by members (2) An administration of government code must address and achieve the following objectives respecting meetings of the Council of the band: (a) meetings which are to be open to members of the band and the frequency of such meetings; (b) the manner of calling and publicizing meetings; (c) the manner of making decisions and exercising the Council's powers; and (d) the keeping of records of the Council's decisions and access to those records by members of the band (3) government code must address and achieve the following objectives respecting the development, making and registration of band laws: (a) providing for reasonable notice to band members of a proposed law and permitting affected persons to comment on it before its made; (b) prescribing the procedure for making of band laws by the Council; and (c) providing for the maintenance of a band registry of codes and laws (4) An administration of government code must address and achieve the following objectives: (a) setting out the roles and authority of the band administration and its relationship to the Council; (b) providing for conflicts of interest of members of the Council and employees of the band; (c) respecting access to information under the control of the band, protection of personal information under its control and access by individuals to information about themselves; and (d) establishing a procedure for amending the code”.
