2. The Parties shall consult one another, in particular within a joint scientific working group and the relevant international organisations, with a view to enhancing management and conservation of living resources in the Atlantic Ocean and cooperating with respect to the relevant scientific research.

Les Parties se consultent notamment au sein d'un groupe de travail scientifique conjoint, ainsi qu'au sein des organisations internationales compétentes, en vue de renforcer la gestion et la conservation des ressources biologiques dans l'océan Atlantique et de coopérer dans le cadre des recherches scientifiques qui s'y rapportent.

Such a working structure would have the advantage a) to keep the number of Groups and meetings manageable, taking into account scarce resources in the Members States, while responding to policy needs, b) to follow up on results from the current Work Plan, while providing the possiblity to address new priorities, c) to have a homogeneous composition of groups and to distinguish policy from expert level work and d) to strengthen the structured dialogue with sport stakeholders.

The positive result of the work of that group of experts and the necessity of further enhancing the cooperation and the transparency of the central SIS II project justify the formal integration of the group of experts into the SIS II management structure. A group of experts, called the Global Programme Management Board, should therefore be formally established to complement the current SIS II organisational structure.
Les résultats positifs des travaux de ce groupe d’experts et la nécessité de continuer à renforcer la coopération et la transparence du projet SIS II central justifient l’intégration officielle du groupe d’experts dans la structure de gestion du SIS II. Un groupe d’experts, appelé conseil de gestion du programme global, devrait donc être institué en bonne et due forme pour compléter la structure organisationnelle actuelle du SIS II. Pour assurer l’efficacité de ce groupe et un bon rapport coûts-avantages, il faudrait veiller à limiter le nombre des experts qui le composent.
