20. déplore que les instruments communautaires (programmes horizontaux, initiatives communautaires, .) soient uniquement configurés pour les régions appartenant au continent européen, sans tenir compte du contexte particulier des régions ultrapériphériques, qui se situent à l'interface de zones économiques et politiques dont l'influence grandira au cours du XXI siècle (espace Caraïbe, Océan indien, MERCOSUR, Afrique,.) et qui méritent, par conséquent, que soit reconnu leur rôle-clé de frontière active de l'Union européenne et demande d'élaborer un projet spécifique pour ces régions afin qu'elles puissent dûment utiliser les instruments prévus à ce titre;
