Pour atteindre ces objectifs par une approche plus intégrée, le Conseil recommande que l'on s'attache surtout à l'adoption de mesures visant à : - aider à créer des équipes locales de déminage bien formées et bien équipées selon des normes internationales concertées, une fois que de telles normes auront été définies ; - favoriser et accélérer l'organisation, surtout dans les écoles, de campagnes de sensibilisation ; - financer les opérations de déminage, en donnant la priorité à l'intervention dans les situations d'urgence humanitaire ainsi qu'à des actions qui sont essentielles pour la mise en oeuvre de programmes vitaux de réhabilitation, de reconstruction et de développement ; - apporter une aide aux victimes des mines ; - renforcer les moyens permettant de localiser les champs de mines, de les marquer et, lorsque c'est faisable, d'en interdire l'accès, selon des normes internationales, une fois que de telles normes auront été établies, chaque fois que cela sera possible ; - soutenir l'intensification de la recherche-développement en vue de réduire le coût et d'accroître l'efficacité des techniques de détection et de déminage et encourager l'utilisation de ces techniques dans les opérations de déminage dans les conditions difficiles que connaissent souvent les pays concernés.
