23. constate que les opérations militaires de la PSDC sont de plus en plus des missions axées sur la formation des forces armées (EUTM Mali et EUTM Somalie); se félicite de la décision d'entreprendre ces opérations mais insiste pour que leur mandat soit adapté aux circonstances de chaque situation; estime que les unités formées doivent être entièrement opérationnelles, autrement dit qu'elles doivent posséder une capacité offensive; regrette que des missions avec mandat exécutif soient désormais rarement envisagées; estime qu'au vu des menaces persistantes dans son voisinage, l'Union européenne ne peut pas se permettre de se focaliser uniquement sur les instruments d'après-crise ou d'accompagnement de sortie de crise et qu'elle doit pouvoir intervenir sur l'ensemble du spectre de gestion des crises, conformément à la charte des Nations unies;
