Where the Ombudsman establishes an instance of maladministration, he shall refer the matter to the institution, body, office or agency concerned, which shall have a period of three months in which to inform him of its views. The Ombudsman shall then forward a report to the European Parliament and the institution, body, office or agency concerned.

Underlines the importance of the office of Ombudsman for the protection of citizens' rights and freedoms, and encourages the Government and the Assembly of Kosovo to step up their efforts to implement the Ombudsman's recommendations; calls for more political, administrative and financial support for this institution as it should play a key role as a guarantor of human rights; notes, to this end, that insufficient human and financial resources, as well as the lack of adequate work premises, remain an obstacle for the proper functioning of the office;

To conclude, we might point out that, judging from Italy's experience – which has been disappointing – of the office of Ombudsman, the emergence of a multiplicity of local ombudsmen to make up for the absence of a single national ombudsman can enhance the significance and visibility of the European Ombudsman, if it is true – not surprisingly – that the largest number of visitors to the European Ombudsman's website are based in Italy (page 160).

4. Commends the efforts and activities of the Ombudsman, including the continuous updating of his website, with a view to making his role known to an ever wider public and to establishing networks of links with regional ombudsmen, in both the Member States and the applicant countries; welcomes the offer by the Ombudsman to develop common activities with the Committee on Petitions in respect to reinforcing the contacts and exchange of experience with national and regional Ombudsmen and Committees on Petitions; recognises the effort made by the Ombudsman during his time in office to develop the office of Ombudsman in those countries wishing to join the Union; considers it essential to continue to strengthen the network of national and regional Ombudsmen in the applicant countries, including by means of conferences and seminars to be attended by both Member State and applicant representatives;

Any citizen of the Union and any natural or legal person residing or having its registered office in a Member State has the right to refer to the European Ombudsman cases of maladministration in the activities of the institutions, bodies, offices or agencies of the Union, with the exception of the Court of Justice of the European Union acting in its judicial role.
