Whereas Tunisia and Egypt have asserted to the Government of Canada, in writing, that each of the persons listed in the annexed Freezing Assets of Corrupt Foreign Officials (Tunisia and Egypt) Regulations have misappropriated property of Tunisia or of Egypt, as the case may be, or have acquired property inappropriately by virtue of their office or a personal or business relationship and have asked the Government of Canada to freeze the property of those persons;

L. whereas independent trade unions and civil society organisations have a crucial role to play in this critical period of political and social transition in Egypt; whereas free and independent press and media form a key part of society in any true democracy; whereas physical violence and acts of harassment against journalists have increased in Egypt while, on 3 September 2013, a court in Cairo ordered the closure of four television stations run by or sympathetic to the Muslim Brotherhood, saying that they were operating illegally; whereas the offices of several television channels have been raided by security forces in the past six weeks;
L. considérant que les syndicats indépendants et les organisations de la société civile ont un rôle essentiel à jouer en cette période critique de transition politique et sociale en Égypte; que, dans une véritable démocratie, la liberté et l'indépendance de la presse et des médias constituent un des fondements de la société; que les violences physiques et le harcèlement des journalistes ont augmenté en Égypte alors même que, le 3 septembre 2013, un tribunal du Caire ordonnait la fermeture de quatre chaînes de télévision dirigées par des Frères musulmans ou des sympathisants, au motif qu'elles exerçaient leurs activités illégalement; que les bureaux de plusieurs chaînes de télévision ont été dévastés par les forces de sécurité au cours des six dernières semaines;

A. whereas the situation of NGOs in Egypt is alarming; whereas the establishment of a committee to review civil institutions and NGOs, with the aim of tightening legal control over foreign funding of civil society organisations and political foundations, was announced in October 2011 and a request was subsequently made to the Central Bank to monitor all bank transfers to and from NGOs; whereas the offices of 10 foreign-funded organisations were searched and those organisations were investigated and then banned by the Supreme Council of the Armed Forces (SCAF) on 29 December 2011; whereas on 5 February 2012 Egypt's military-led government announced that it was putting 19 American citizens and 24 others on trial as part of a criminal investigation into the foreign financing of non-profit-making organisations active in Egypt; whereas Egyptian judges are investigating alleged illegal foreign financing of pro-democracy NGOs and political foundations, and whereas 44 defendants, including 19 Americans, 14 Egyptians, five Serbs, two Germans, two Lebanese, one Jordanian and one Palestinian, have had their cases referred to the Cairo Criminal Court and ordered not to leave the country;
