The BEST procedure was described for the first time in the communication entitled "Challenges for Enterprise Policy in the Knowledge-Driven Economy" [COM(2000) 256 final - Not published in the Official Journal] which accompanied the proposal for a decision of the Council on the Multiannual programme for enterprises and entrepreneurship (2001-2005), extended until 31 December 2006 and now replaced by the Competitiveness and Innovation Framework Programme (CIP) (2007-2013).

Accordingly, harmonised standards the references to which have been published under Directive 1999/5/EC, as lastly listed in Commission Communication published in the Official Journal of the European Union C 249 of 8 July 2016, p. 1, and corrected by Corrigendum published in the Official Journal of the European Union C 342 of 17 September 2016, p. 15, and Corrigendum published in the Official Journal of the European Union C 403 of 1 November 2016, p. 26, continue to confer a presumption of conformity with that Directive until 12 June 2017.

Until July 2013, the printed edition of the EU’s Official Journal (OJ), available in all official languages of the EU, was the only legally binding publication.

Member States may postpone the application referred to in the first subparagraph with regard to their sub-central contracting authorities and contracting entities until 30 months after publication of the reference of the European standard on electronic invoicing in the Official Journal of the European Union at the latest.
Les États membres peuvent reporter l'application visée au premier alinéa en ce qui concerne leurs pouvoirs adjudicateurs sous-centraux et leurs entités adjudicatrices sous-centrales de trente mois maximum après la publication de la référence de la norme européenne sur la facturation électronique au Journal officiel de l'Union européenne.

By derogation from this general transposition deadline and in order to facilitate the take up of electronic invoicing for certain contracting authorities, such as local and regional contracting authorities and public undertakings, Member States should be allowed to postpone the application of this Directive for sub-central contracting authorities and contracting entities until 30 months following the publication of the reference of the European standard on electronic invoicing and the list of syntaxes in the Official Journal of the European Union.
Par dérogation à ce délai général de transposition, et afin de faciliter l'adoption de la facturation électronique par certains pouvoirs adjudicateurs, tels que les pouvoirs adjudicateurs locaux et régionaux et les entreprises publiques, les États membres devraient pouvoir reporter l'application de la présente directive, pour les pouvoirs adjudicateurs sous-centraux et les entités adjudicatrices, de trente mois maximum après la publication de la référence de la norme européenne sur la facturation électronique et de la liste des syntaxes au Journal officiel de l'Union européenne.

12. Notes that the financial statements for the ECSC in liquidation as at 31 December 2002 were not published in the Official Journal until 11 October 2003; nonetheless welcomes the detailed and informative way in which they are set out, which should be the benchmark for subsequently published financial statements for the ECSC in liquidation, and calls on the Commission to ensure maximum transparency with regard to figures on trends in, and use of, ECSC assets and on revenue from them;
12. constate que les états financiers, au 31 décembre 2002, de la CECA en liquidation n'ont été publiés au Journal officiel que le 11 octobre 2003; se félicite néanmoins de leur présentation circonstanciée et informative, que devront égaler les futurs états financiers de la CECA en liquidation, et invite la Commission à assurer une transparence maximale en ce qui concerne les données relatives à l'évolution et à l'utilisation du patrimoine de la CECA et des bénéfices qu'il produit;

This Regulation shall enter into force on 1 January 2002 or, if it is not published in the Official Journal until after that date, on the third day following that of its publication.

This Decision enters into force on the twentieth day of its publication in the Official Journal of the European Union and shall apply from 1 January 2005 until 31 December 2009.
