Welcomes and encourages the ongoing efforts by the Syrian opposition both within and outside the country to establish a united platform, to continue to engage with the international community, in particular the Arab League, and to work on a shared vision for the future of Syria and the transition to a democratic system; continues to support the Syrian opposition including the Syrian National Council; stresses the importance of the Syrian opposition and the Free Syrian Army committing themselves to human rights and fundamental freedoms and the rule of law, maintaining a clear commitment to a peaceful and inclusive approach; supports the Council’s conclusions of 23 January 2012 and urges the EU and its Member States to swiftly implement them as well as to find new ways of strengthening their non-military assistance to Syrian opposition forces; urges the Commission to increase its support and assistance to Syrian opposition and civil society;

Recalling its previous conclusions, the EU condemns in the strongest terms the ongoing brutal repression led by the Syrian regime against its population as well as the widespread human rights violations, including killing, mass arrest and torture of civilians, peaceful protestors and their relatives, that may amount to crimes against humanity.

70. Stresses that the violent crackdown against peaceful protesters in Syria, with hundreds killed and arrested, must end immediately; calls on the Syrian President and Government to address the legitimate demands of the Syrian people by engaging in a genuine national dialogue aimed at implementing essential political, economic and social reforms and to put an end to the policy of repression of political opposition, civil society and human rights defenders; welcomes the UN Human Rights Council resolution condemning the Syrian government's violence against peaceful demonstrators and the sending of a fact-finding mission by the UN High Commissioner for Human Rights to the country; urges the EU and its Member States to take ongoing events in Syria into full consideration in their bilateral relations with the country, including the suspension of further negotiations over the EU-Syria Association Agreement, the review of the cooperation with Syrian authorities under ENPI, and serious and targeted sanctions against the Syrian regime with the aim of achieving a change in the regime's policies;
70. souligne que la répression violente à l'encontre de manifestants pacifiques en Syrie, qui s'est soldée à ce jour par des centaines de morts et d'arrestations, doit cesser immédiatement; invite le président et le gouvernement de la Syrie à répondre aux demandes légitimes du peuple syrien en engageant un véritable dialogue national visant à mettre en œuvre les réformes politiques, économiques et sociales indispensables, ainsi qu'à mettre un terme à la politique de répression contre les opposants politiques, la société civile et les défenseurs des droits de l'homme; se félicite de la résolution du Conseil des droits de l'homme des Nations unies qui condamne la violence dont le gouvernement syrien fait usage à l'encontre de manifestants pacifiques, ainsi que de l'envoi, par le Haut Commissariat des Nations unies aux droits de l'homme, d'une mission d'enquête dans le pays; demande instamment à l'Union européenne et à ses États membres de tenir pleinement compte des événements actuels en Syrie dans le cadre de leurs relations bilatérales avec ce pays, y compris via une suspension de la poursuite des négociations sur l'accord d'association UE-Syrie, un réexamen de la coopération avec les autorités syriennes au titre de l'IEVP, ainsi que des sanctions graves et ciblées contre le régime syrien dans le but d'obtenir un changement de ses politiques;
