This fact, combined with the existence of a ‘road map’ of clearly delimited negotiations, is of great political importance, since it has not only enabled Hungary’s leaders and the Community’s negotiators to plan and undertake their work in line with the previously established timetable. It has also contributed to preventing a climate of anxiety and disillusionment arising in Hungarian society as a consequence of it being impossible to give commitments on deadlines for concluding negotiations on joining the Union.
Ce fait, conjugué à l’existence d’une road map des négociations bien délimitées, revêt la plus haute importance politique dans la mesure où il permet non seulement aux responsables hongrois, comme du reste aux négociateurs communautaires, de planifier et d’accomplir leur travail conformément au calendrier préalablement établi, mais il contribue aussi à éviter l’apparition de phénomènes de crainte et de déception chez la population hongroise, découlant de l’impossibilité à trouver des compromis sur les délais de conclusion des négociations d’adhésion.
