To ensure coherence, specific forms should be used where an investment firm or a market operator, operating a multilateral trading facility or organised trading facility wishes to provide within the territory of another Member State appropriate arrangements so as to facilitate access to and trading on those systems by remote users, members or participants established in that Member State, in order to ensure the adequacy of both the information submitted by the investment firm or market operator to the competent authority of the home Member State and the information submitted by the competent authority of the home Member State to the competent authority of the host Member State.
Par souci de cohérence, afin de garantir la pertinence à la fois des informations communiquées par l'entreprise d'investissement ou l'opérateur de marché à l'autorité compétente de l'État membre d'origine et des informations communiquées par cette dernière à l'autorité compétente de l'État membre d'accueil, il convient que les entreprises d'investissement ou les opérateurs de marché exploitant un système multilatéral de négociation ou un système organisé de négociation utilisent des formulaires spécifiques lorsqu'ils souhaitent mettre en place, sur le territoire d'un autre État membre, des dispositifs appropriés pour faciliter l'accès des utilisateurs, des membres ou des participants établis dans cet État membre à ces systèmes et leur permettre d'y négocier à distance.

1. This Regulation shall apply to investment firms and market operators operating a multilateral trading facility (MTF) or an organised trading facility (OTF).

(22)‘multilateral trading facility’ or ‘MTF’ means a multilateral system, operated by an investment firm or a market operator, which brings together multiple third-party buying and selling interests in financial instruments – in the system and in accordance with non-discretionary rules – in a way that results in a contract in accordance with Title II of this Directive.

(11c) 'organised trading facility' means a multilateral system or facility, which is not a regulated market, a multilateral trading facility or a central counterparty, operated by an investment firm or a market operator, in which multiple third-party buying and selling interests in bonds, structured finance products, emission allowances or derivatives are able to interact in the system in such a way as to result in a contract in accordance with Title II of Directive 2004/39/EC;
