A. whereas the VNP, located in the Provinces of North-Kivu and ‘Province Orientale’ of the DRC on the border with Rwanda and Uganda, is Africa’s oldest national park and a UNESCO World Heritage Site, and is globally renowned for its unique habitats and rich biodiversity, making it the most biodiverse park in Africa; whereas the park is, in particular, renowned for its mountain gorillas, a critically endangered species listed in Appendix I of the 1973 Convention on International Trade in Endangered Species (CITES);

Such serious problems mean that the DRC is facing several humanitarian crises simultaneously: in the eastern Kivu provinces there are confrontations between the national armed forces and armed rebel groups; in the north-eastern Orientale province there are repeated attacks committed by or attributed to the rebel group Lord’s Resistance Army (LRA); and also ethnic conflicts are rife in the north-western Equator province.

3. Reiterates its serious concern regarding the presence of armed groups and militia in the eastern part of the Democratic Republic of the Congo, particularly in the provinces of North and South Kivu, Ituri and the Orientale Province, which perpetuate a climate of insecurity in the whole region;

Conflicts are ongoing in three of the country's 11 provinces: North and South Kivu and Province Orientale where the European Commission funds aid projects.

The reconstruction and development support of the Commission should then focus on the following areas: firstly establishment of the rule of law and the democratisation of national institutions; secondly, demobilisation and socio-economic reintegration of the belligerents; thirdly, restoration of the environment, especially in the Kivu and Orientale provinces; fourthly, reconstruction of transport infrastructure; and finally improvement of health and sanitation facilities.

The Commission is to provide ECU 62.4 million to support cooperation between neighbouring regions in France and Spain under the Community Initiative INTERREG II. This programme of Franco-Spanish regional cooperation, which will run until the end of 1999, involves the departments of Pyrénées Atlantiques, Haute-Pyrénées, Haute-Garonne, Ariège and Pyrénées Orientales in France and the provinces of Guipuzcoa, Navarra, Huesca, Lerida and Gerona in Spain.
