Reducing the number of crossings and saving lives by enhancing ongoing support, including through EUNAVFOR Operation Sophia, to the Libyan Coast Guard and Navy, including through expanding the training activities through an immediate €1 million addition to the Seahorse programme and a grant of €2.2 million under the Regional Development and Protection Programme in North Africa and establishing a Maritime Rescue Coordination Centre; Stepping up the fight against smugglers and traffickers by ensuring an operational 'Seahorse Mediterranean' Network by Spring 2017 to strengthen the border authorities of North African countries and allow better operational cooperation amongst them; Protecting migrants, increasing resettlement and promoting assisted voluntary returns, by supporting UNHCR work with the Libyan authorities to address the situation of persons in need of international protection, supporting IOM in improving the situation of migrants in Libya and expanding its assisted voluntary returns programme from Libya to countries of origin; Managing migrant flows through the southern Libyan border by deploying the full range of EU missions and projects to support the Libyan authorities in border management and migrant protection, promoting dialogue between Libya and its neighbours and maintaining the momentum of results with Niger under the Partnership Framework; Increasing dialogue and operational cooperation with partners in North Africa on migration management; Stepping up funding from the EU Trust Fund for Africa by mobilising €200 million for projects in 2017 to support actions such as training and equipping the Libyan Coast Guard, improving the conditions for migrants and stepping up assisted voluntary returns.

Two measures (EUR 37 million) will target the areas of transit in Niger in order to increase employment opportunities and income-generating activities for migrants and local populations. One measure (EUR 6 million) will be aimed at setting up a joint investigation team in Niger to combat networks engaged in smuggling migrants and human trafficking. A regional measure (EUR 5 million) will build on the capacities of the countries of the Economic Community of West African States (ECOWAS) in the fight against organised crime, trafficking and terrorism by creating or strengthening capacity to collect, pool, manage and share police data. One measure (EUR 3 million) will help to protect migrant children from exploitation and human trafficking in Mauritania. One measure (EUR 6 million) will be aimed at strengthening the commitment of the Malian diaspora in Europe to developing Mali's economy and in particular the areas of origin of migrants. One measure (EUR 10 million) will underpin the implementation of the Northern Mali Peace Agreement. Eight measures (EUR 118 million) will target the Lake Chad region and the areas affected by the crisis linked to Boko Haram in order to boost the resilience of vulnerable groups, in particular women and the displaced, and strengthen conflict prevention and management. Two measures (EUR 30 million) will be aimed at supporting the most vulnerable groups and contributing to the socio-economic integration of women in northern Burkina Faso.

The present migration situation is marked by the rise in the absolute number of migrants, including in the number of women, the multiplication of the types of migration, the increase in trafficking in human beings, the growth of diasporas, the integration challenges for the migrants and the host countries, the strengthening of ties with people who have stayed in the country of origin, the diversification of destinations and origins, and the multiplication of migration routes.

It sets out in detail the desirable, acceptable and unacceptable practices in the following 14 areas: information to be given to the departing migrant by the contact point or a competent authority in the Member State of origin, information to be given to the arriving migrant by the contact point or another competent authority in the host Member State, documents which the migrant may be required to supply to the competent authority in the host Member State, the form of the documents required from the migrant by the competent authority in the host Member State, translations (information to be provided by the competent authority in the Member State of origin), translations required by the host Member State, fees to be paid by the migrant in the host Member State, aptitude tests in the host Member State, adaptation period in the host Member State, compilation of files (time limits), incomplete files, rules on reasoned decisions and appeals, professional organisations and co-ordination.

Co-operation between countries of origin and residence of migrants must be based on dialogue with governments and with the migrants themselves and their associations to ensure that migratory movements are taken into account in developmental, economic and social strategies of the countries concerned (e.g. by promoting more efficient public and financial institutions, training and manpower skilling programmes as well as the inflow of foreign capital to projects (including those carried out by emigrants in their countries of origin)).
