Stresses the importance of continuing the process of reform in the area of freedom of thought, conscience and religion by enabling religious communities to obtain legal personality, by eliminating all restrictions on the training, appointment, legal residence and succession of the clergy, and by ensuring adequate implementation of all relevant ECtHR rulings and the recommendations of the Venice Commission; stresses, in this regard, the need to promote dialogue with the Alevi community, to give proper recognition to Cem houses as places of worship, to allow the reopening of the Halki Greek Orthodox Seminary and lift all obstacles to its proper functioning, and to allow the official use of the ecclesiastical title of the Ecumenical Patriarch; asks Turkey’s relevant authorities to address all outstanding issues related to the restitution of land belonging to the Mor Gabriel monastery and other Syriac church land claims; recalls the importance of adequately implementing the Venice Commission recommendations on Imbros and Tenedos with regard to the protection of property and educational rights; underlines the need to fully respect, in line with EU values, the right to different lifestyles, both secular and faith-based, and to maintain the separation of state and religion; underlines the importance of protecting the rights of minorities; expresses regret about the fact that, after the abolition of the previous law two years ago and due to the existing legal vacuum, it is not possible for non-Muslim charitable foundations to elect their governing bodies;
27. insiste sur l'importance de poursuivre les réformes dans le domaine de la liberté de pensée, de conscience et de religion, en permettant aux communautés religieuses d'obtenir la personnalité juridique, en éliminant toutes les restrictions à la formation, à la nomination, au séjour régulier et à la succession du clergé, et en garantissant la mise en œuvre adéquate de l'ensemble des décisions et arrêts de la CEDH et recommandations de la Commission de Venise; souligne à cet égard la nécessité de promouvoir le dialogue avec la communauté alévie et de reconnaître comme il se doit les cemevi comme lieux de culte ainsi que d'autoriser la réouverture du séminaire orthodoxe grec de Halki, de lever tous les obstacles à son bon fonctionnement et d'autoriser l'usage officiel du titre ecclésiastique de patriarche œcuménique; demande aux autorités turques compétentes de résoudre toutes les questions en suspens relatives à la restitution de terres appartenant au monastère Mor Gabriel ainsi que d'autres litiges territoriaux avec l'église syriaque; rappelle l'importance d'une mise en œuvre adéquate des recommandations de la Commission de Venise sur ImBros et Tenedos en matière de protection des droits liés à la propriété et à l'éducation; insiste sur la nécessité de respecter pleinement, conformément aux valeurs de l'Union, le droit à des styles de vie différents, tant laïques que basés sur la foi, et de préserver la séparation entre l'État et la religion; souligne qu'il importe de protéger les droits des minorités; déplore le fait qu'après l'abrogation de la loi précédente il y a deux ans et en raison du vide juridique existant dans ce domaine, il ne soit pas possible pour les organisations caritatives non musulmanes d'élire leurs organes dirigeants;

Calls, therefore, on the Government to address these issues systematically by amending legislation and by ensuring its proper implementation at all levels of government, including the municipalities; points too, in this context, to the recommendations adopted by the Venice Commission in spring 2010 concerning the legal personality of religious communities and the ecclesiastical title ‘Ecumenical’ of the Orthodox Patriarchate; welcomes the recent decision by the ‘Foundations Assembly’ to transfer the Büyükada Greek Orphanage for Boys to the Ecumenical Patriarchate, in accordance with the ruling of the European Court of Human Rights, and the granting of Turkish citizenship to several Greek Orthodox clergy in order to facilitate the Patriarchate and the Holy Synod; welcomes the religious ceremony in the Sümela Monastery Museum in Trabzon and the ceremony in the church on Akdamar Island in the province of Van; finds the Turkish Supreme Court decision against Mor Gabriel Monastery, concerning a land dispute with villages and the Turkish Treasury, to be regrettable; restates its expectation that the Government's announcements about the reopening of the Halki Greek Orthodox seminary will soon be followed by action and by measures providing for the unhindered training of Christian communities‘ clergy; urges the Government to pay special attention to educational materials in schools, which should reflect the religious plurality of Turkish society, and to the need for unbiaised learning materials;
25. invite, dès lors, le gouvernement à traiter ces problèmes de manière systématique en modifiant la législation et en veillant à sa bonne mise en œuvre à tous les niveaux des pouvoirs publics, y compris les municipalités; attire également l'attention dans ce contexte sur les recommandations adoptées par la commission de Venise, au printemps 2010, concernant le statut juridique des communautés religieuses et le droit du patriarcat orthodoxe d'user du titre «œcuménique»; salue la récente décision de l'«assemblée des fondations» de céder la propriété de l'orphelinat grec de garçons de Büyükada au patriarcat œcuménique, conformément à l'arrêt de la Cour européenne des droits de l'homme, et l'octroi de la nationalité turque à plusieurs membres du clergé grec orthodoxe afin de faciliter l'activité du patriarcat et du saint-synode; se réjouit de la cérémonie religieuse célébrée dans le monastère de Sumela, transformé en musée, à Trabzon, et de la cérémonie célébrée en l'église de l'île d'Akdamar, dans la province de Van; juge regrettable la décision rendue par la cour suprême turque à l'encontre du monastère de Mor Gabriel concernant un litige foncier avec des villages et le Trésor turc; renouvelle son souhait de voir les déclarations du gouvernement relatives à la réouverture du séminaire orthodoxe grec de Halki soient suivies incessamment d'actions concrètes et de mesures permettant la formation sans obstacles du clergé des communautés chrétiennes; demande instamment au gouvernement d'être particulièrement attentif au matériel didactique utilisé dans les écoles, lequel doit refléter le pluralisme religieux de la société turque et tenir compte de la nécessité d'utiliser du matériel pédagogique sans parti pris;
