Considers, in the light of this, that election observation is merely a first step towards democracy and that it needs to be complemented by other, adequately funded activities and post-electoral measures for the promotion of democracy, in particular through capacity-building for national parliaments, political parties, the civil service, non-State actors and civil society, and through the promotion of human rights and good governance; therefore requests the maintenance of the budgetary ceiling agreed by the Commission of around 25 % of EIDHR for EU EOMs over the seven-year period of the Financial Framework 2007-2013; asks the Commission to set aside, within this budgetary framework, allocations for preparatory activities in anticipation of elections, including the training of local election monitors, voter education and other activities which are essential for the long-term establishment of free and fair elections.

I am pointing to a systematic scheme to undermine democracy by treating commissioners and other officers of the House and other respected non-partisan members of the fabric and network of democracy in Canada of undermining them and their ability to scrutinize the government and to comment on the activities and actions of the government and the Prime Minister.

There has been a marked increase in recent weeks in the arbitrary arrest and harassment of human rights and pro-democracy activists: in particular the raid by the State Security Service (SSS) on the offices of the Civil Liberties Organisation (CLO); the arrest of Olisa Agbakoba, co-ordinator of the United Action for Democracy (UAD) pro-democracy umbrella organisation, on his recent return to Nigeria; the violent break up of the pro-democracy rally in Ibadan on 1 May resulting in at least seven deaths and the arrest of some 30 others; the detention of former Oyo State Governor Chief Bola Ige; the arrest of further pro-democracy protesters in Osun State on 15 May; and the arrest of other journalists and pro-democracy activists.

It is all fine and dandy to have democracies, but if these democracies have to behave in a certain way, and in a certain way only, and if they do not behave in that way they come up against sanctions built into the agreements either by virtue of chapter 11 mechanisms whereby the democracies that do not want to behave in an ideologically correct way are sued or they are challenged in some other way by the agreements, then what is the point of democracy?
