TRADUCTIONS EN CONTEXTE

Together with two other instruments financed by the European Communities, namely ISPA (Instrument for Structural Policies for Pre-Accession) and SAPARD (Special Accession Programme for Agriculture and Rural Development), the Phare Programme aims to assist candidate and acceding countries in their preparations for joining the European Union.
Associé à deux autres instruments financés par les Communautés européennes, à savoir l’instrument structurel de préadhésion ISPA et le programme spécial d’adhésion pour l’agriculture et le développement rural Sapard, le programme PHARE a pour but d’aider les pays candidats et les pays adhérents dans le cadre de leurs activités préparatoires à l’entrée dans l’Union européenne.

(8d) With a view to optimising the impact of the Instruments and to ensure that the most efficient use of available resources is sought after, the biennial report of the Commission should among other things, assess, in the light of the relevant Treaty provisions, the complementarity, synergies and mutual reinforcement between all the instruments financed under the relevant heading of the budget.

In accordance with both the letter and the spirit of the Treaty of Lisbon, I therefore support the urgent incorporation into the regulation on the instrument for development cooperation of a properly integrated procedure for delegated acts relating to the planning of other external action financing instruments which are currently under review, that is, the stability instrument, the instrument for human rights and democracy and the instrument for cooperation with industrialised countries.

The great advantage of this financing instrument, as opposed to other geographic instruments, is that it can be paid out without the consent of the government of the country receiving the aid.

A financing programme over seven years, devoted entirely to international solidarity, really is a great victory for our partners in the South, and it is a great victory for us here in Parliament, because, after two years of locking swords with the Council and the Commission, our main demands have been met. It is a victory in terms of the commitment to allocate at least 20% of appropriations to the education and basic healthcare sectors, in order to increase the pace of progress on the Millennium Goals; it is a victory in terms of the creation of a specific instrument to fund the promotion of human rights and democracy in the countries of the South; and it is a victory in that it limits the scope of the new instrument to the countries of the South alone, in order to ensure that development appropriations are not siphoned off to other policies.
Une programmation financière pour sept ans, exclusivement consacrée à la solidarité internationale, c’est une belle victoire pour nos partenaires du Sud et c’est une belle victoire pour les parlementaires que nous sommes, car, après deux ans de bras de fer avec le Conseil et la Commission, nos principales revendications ont été retenues: victoire pour ce qui est de l’engagement d’octroyer au moins 20 % des crédits au secteur de l’éducation et de la santé de base, pour avancer plus vite vers les objectifs du Millénaire; victoire pour ce qui est de la création d’un outil spécifique pour financer la promotion des droits de l’homme et les processus démocratiques dans les pays du Sud; victoire aussi pour ce qui est de la limitation du champ d’application du nouvel instrument aux seuls pays du Sud, afin d’éviter le grignotage des crédits de développement au profit d’autres politiques.
