The Commission shall also assess the extent to which biofuels produced from cereal and other starch rich crops, sugars and oil crops and from other crops grown as main crops primarily for energy purposes on agricultural land are being supplied to meet the target set out in Article 7a of Directive 98/70/EC above the levels that can contribute to the targets in Directive 2009/28/EC.

If appropriate, the Commission may make recommendations on how to overcome any barriers identified; (af) which Member States have chosen to apply the limit on the amount of biofuels produced from cereal and other starch rich crops, sugars and oil crops and from other crops grown as main crops primarily for energy purposes on agricultural land towards achieving the target set out in Article 7a of Directive 98/70/EC and whether issues with implementation or delivery of the target set out in Article 7a of Directive 98/70/EC have arisen.

Member States may decide that the share of energy from biofuels produced from crops grown as main crops primarily for energy purposes on agricultural land, other than cereal and other starch-rich crops, sugars and oil crops, does not count towards the limit set out in the first subparagraph of this point, provided that:

(11a) Member States should be allowed to channel financial resources currently deployed with a view to achieving, either wholly or in part, their share of energy from biofuels produced from cereal and other starch-rich crops, sugars, oil crops and other land-based energy crops into renewable energies – in particular wind, solar, wave and geothermal energy – that have demonstrated their renewability and sustainability.

'For the purpose of compliance with target referred to in the first subparagraph, the maximum joint contribution from biofuels and bioliquids produced from cereal and other starch rich crops, sugars and oil crops shall be no more than the energy quantity corresponding to the maximum contribution as set out in Article 3(4)d'.

Without restricting the overall use of such biofuels, the share of biofuels and bioliquids produced from cereal and other starch rich crops, sugar and oil crops that can be counted towards the targets of Directive 2009/28/EC should be limited to the share of such biofuels and bioliquids consumed in 2011.
Sans limiter l’utilisation globale de ces biocarburants, la part des biocarburants et bioliquides produits à partir de céréales et d'autres plantes riches en amidon, sucrières ou oléagineuses qui peut être comptabilisée aux fins de la réalisation des objectifs de la directive 2009/28/CE devrait être plafonnée à la part de ces biocarburants et bioliquides consommées en 2011.

– the introduction of a limit to the contribution made from biofuels and bioliquids produced from food crops, such as those based on cereals and other starch rich crops, sugars and oil crops, to the Renewable Energy Directive targets to current consumption levels, without foreseeing any limits on their overall consumption;
– l’instauration d’une limite à la contribution des biocarburants et bioliquides élaborés à partir de cultures alimentaires, telles que celles à base de céréales et d’autres plantes riches en amidon, sucres ou huile, à la réalisation des objectifs de la directive sur les énergies renouvelables, correspondant aux niveaux actuels de consommation de ces cultures, sans prévoir aucune limite à leur consommation globale;
