That the Standing Committee on Government Operations and Estimates undertake a study of the claim that the member for Scarborough—Rouge River was actively lobbying the Government of Canada, including " acting for foreign and offshore organizations in obtaining operating licences, securing regulatory and governmental approvals for mergers and acquisitions.advising government bodies on international issues regarding cross-border tax collection, anti-dumping issues, and lobbying government on policy issues as well as facilitating intergovernmental relationships” while sitting as a current member of Parliament; and that the committee invite to appear the member for Scarborough—Rouge River, representatives of Sun & Partners law firm and the Conflict of Interest and Ethics Commissioner; and that, pursuant to the House of Commons Standing Order 108(1)(a), the government be ordered to provide all forms of communications received, including correspondence, from the member for Scarborough—Rouge River, and that Sun & Partners be ordered to provide a copy of the contractual agreement and any related documents of employment between Sun & Partners and the member for Scarborough—Rouge River; and that all documents be provided to the committee within five business days.

For these reasons I believe the matter [raised by the member for Scarborough Rouge River] has met the necessary conditions to be given priority consideration by the House and accordingly I rule that this is a prima facie matter of privilege and I invite the hon. member for Scarborough—Rouge River to move his motion.

With a view to promoting private investment in research and innovation, Member States and the Union should improve framework conditions — notably with regard to the business environment, competitive and open markets, and the high economic potential of the cultural and creative industries — combine, as appropriate, cost-effective fiscal incentives, depending on each Member State’s fiscal room for manoeuvre, and other financial instruments with measures to facilitate access to private finance (including risk-capital) and simplify access for SMEs, boost demand, in particular in eco-innovation, (where appropriate through green public procurement and interoperable standards), promote innovation-friendly markets and regulations, and provide efficient, affordable and effective protection and management of intellectual property.

The Speaker: Before we begin question period today, as was mentioned by the hon. member for Scarborough—Rouge River, we have with us former members of parliament and former senators who have come for their annual reunion for two reasons: to honour those members who have passed away during the year and to honour one of our own with a distinguished service award.
