IN-CONTEXT TRANSLATIONS
However, citizens’ claims addressed to the Commission show that there is a need to strengthen the existing regulation, in particular to address deficient practices observed in many Member States such as lack of practical assistance in filling application, departure from the principle of written proceedings, unnecessary hearings, insufficient use of tele- and videoconferencing for hearing witnesses, etc.

During our hearings in June and earlier this month, the committee has already held almost 35 hours of hearings and heard from 42 witnesses.

To begin our hearings today, I would like to introduce our first panel of witnesses: from the Canadian Police Association, Mr. Tom Stamatakis, President; and from the Canadian Association of Chiefs of Police, Greg Preston, Superintendent, Edmonton Police Service.

At the beginning of our hearings we heard from Mr. Dion and we heard from the Minister of Education from Newfoundland, the Honourable Roger Grimes, with the caveat for both that at the end of our witnesses we would like to hear from them, particularly on any points that may have been raised during the course of our discussions.

Since the Tribunal considered that it was in a position to proceed to judgment without a hearing, the parties were requested, by letter from the Registry of 16 June 2011, to inform the Tribunal whether they agreed or not to the Tribunal’s proposal to proceed to judgment without a hearing, in pursuance of Article 48(2) of the Rules of Procedure.

3. Whenever the Member State objects to the observations made by the Commission and a hearing takes place under the second subparagraph of Article 39(2) of Regulation (EC) No 1260/1999, the three-month period within which the Commission may take a decision under Article 39(3) of that Regulation shall begin to run from the date of the hearing.

2. If a hearing has taken place before that designation, the Court shall re-hear oral argument from the parties and the Opinion of the Advocate General.

2. On a proposal from the Judge-Rapporteur and after hearing the Advocate General, the Court may decide not to hold a hearing if it considers, on reading the written pleadings or observations lodged during the written part of the procedure, that it has sufficient information to give a ruling.

With regard to the Aboriginal women that I have to respond to and represent all across this country, one of the problems with some of our hearings is that, yes, we did not hear from women who have been affected by this, but there are reasons for that.
