WHEREAS lighthouses have long graced Canada's rugged coastlines and majestic shores, providing and symbolizing direction, hope and safe harbour to generations of mariners; AND WHEREAS lighthouses form an integral part of Canada's identity, culture and heritage, and are of historic and aesthetic interest and significance to our communities and our nation; AND WHEREAS communities in the areas in which lighthouses are situated have an important role in the conservation and protection of heritage lighthouses and in ensuring a public purpose for them; AND WHEREAS it is important to provide access to heritage lighthouses in order for people to understand and appreciate the contribution of those lighthouses to Canada's maritime heritage; AND WHEREAS the Parliament of Canada recognizes that measures must be taken to conserve and protect our heritage lighthouses; NOW, THEREFORE, Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

26. Deplores the rejection of Kosovo’s application for UNESCO membership, due also to active obstruction by Serbia – contradicting its commitment to developing good‑neighbourly relations – but also due to a lack of unanimity among member states; welcomes the adoption of the law protecting the historical heritage of Prizren and calls for its full implementation, but points out, nonetheless, the threats posed to the city’s heritage by widespread illegal building; welcomes the fact that several Serb religious and cultural heritage sites regrettably destroyed in 2004 have been renovated, such as the Orthodox cathedral, and calls for continuing renovation of Serbian religious and cultural heritage; calls, in this connection, on the interested parties, including the Kosovo authorities, the Serbian Government, the Serbian community in Kosovo and the Serbian Orthodox Church, to find a system for the promotion, protection and conservation of Kosovo’s cultural and religious heritage, which should be treated as common European heritage; welcomes the fact that the Kosovo constitution enshrines Kosovo’s commitment to the preservation and protection of its cultural and religious heritage, and calls for further efforts to protect the rights of all religious minorities; underlines the fact that joining international and regional organisations and mechanisms should be a priority for Kosovo; recalls, in this context, the importance of complying with the agreement reached on regional cooperation; believes that the establishment of the Regional Youth Cooperation Office of the Western Balkans (in the framework of the Berlin Process), which is being actively promoted by many, will bring positive results, in particular as regards relations between the young people of Serbia and Kosovo;
26. déplore le rejet de la demande d'adhésion du Kosovo à l'UNESCO, due notamment à l'obstruction active de la Serbie, qui contredit son engagement à entretenir de bonnes relations de voisinage, mais aussi à l'absence d'unanimité parmi les États membres; salue l'adoption de la loi visant à protéger le patrimoine historique de Prizren et appelle de ses vœux sa mise en œuvre intégrale, tout en rappelant que ce patrimoine est menacé par les constructions illégales, qui se multiplient; se félicite de ce que plusieurs sites du patrimoine culturel et religieux serbe, malheureusement détruits en 2004, aient été rénovés, comme la cathédrale orthodoxe, et appelle à la poursuite de la rénovation du patrimoine religieux et culturel serbe; presse, à cet égard, les parties concernées, notamment les autorités kosovares, le gouvernement serbe, la communauté serbe du Kosovo et l'Église orthodoxe serbe, de trouver un système acceptable de promotion, de protection et de conservation du patrimoine culturel et religieux du Kosovo, qui devrait être traité comme un patrimoine européen commun; se félicite de ce que la constitution du Kosovo consacre la détermination de celui-ci à préserver et protéger son patrimoine culturel et religieux et demande que davantage d'efforts soient déployés pour protéger les droits des différentes minorités religieuses; souligne que l'adhésion aux organisations et aux mécanismes internationaux et régionaux devrait figurer parmi les priorités du Kosovo; rappelle à cet égard la nécessité de respecter l'accord conclu dans le domaine de la coopération régionale; estime que la mise en place de l'Office régional de coopération pour la jeunesse des Balkans occidentaux (dans le cadre du processus de Berlin), qui est activement promu par de nombreux acteurs, apportera des résultats positifs, en particulier pour les relations entre les jeunes de Serbie et du Kosovo;

set up a single EU portal dedicated to tangible and intangible cultural heritage, bringing together information from all the EU programmes funding cultural heritage and structured around three main aspects: a database of tangible and intangible cultural objects, including examples of best practices in preservation and promotion with all relevant references; funding opportunities for cultural heritage, as well as data on the state of European cultural heritage and data of importance with regard to conservation, such as, for instance, climate data and details of restoration projects already carried out; and news and links concerning cultural heritage-related policy developments, actions and events;
à développer un portail unique de l'Union européenne consacré au patrimoine culturel matériel et immatériel, rassemblant les informations concernant tous les programmes de l'Union européenne finançant le patrimoine culturel et structuré autour de trois grands thèmes: une base de données des objets culturels matériels et immatériels, reprenant des exemples de bonnes pratiques de préservation et de promotion avec toutes les références pertinentes; des possibilités de financement pour le patrimoine culturel, ainsi que des données concernant l'état du patrimoine culturel européen et des données revêtant une importance pour sa conservation, comme des données climatologiques ou des informations au sujet de restaurations réalisées par le passé; ainsi que des informations et des liens concernant les développements, actions et événements en matière de politique liée au patrimoine culturel;

45. Highlights the potential of the digitisation of cultural heritage, both as a tool for preserving our past and as a source for education research opportunities, quality job creation, better social inclusion, wider access for disabled people or people living in remote areas, and sustainable economic development; stresses that the digitisation of heritage requires a consequent financial effort for small and medium-sized or isolated cultural institutions, and that adequate funding is key to ensuring a larger audience and wider dissemination of this heritage; emphasises that the opportunities afforded by digitisation and new technologies, which would never replace access to the original heritage or the associated social benefits of traditional forms of participation in culture, should not lead to negligence in the conservation of originals or disregard for traditional forms of promoting culture, whether during or after digitisation;
45. souligne le potentiel de la numérisation du patrimoine culturel, à la fois comme outil de préservation de notre passé et comme source d'éducation, de perspectives de recherche, de création d'emplois, de meilleure inclusion sociale, de meilleur accès pour les personnes handicapées ou les personnes vivant dans des zones difficiles d'accès, et de développement économique durable; souligne que la numérisation du patrimoine nécessite un investissement financier conséquent pour les institutions petites, moyennes ou isolées, et qu'un financement adéquat est essentiel pour assurer un large public et une meilleure diffusion de ce patrimoine; insiste sur le fait que les possibilités offertes par la numérisation et les nouvelles technologies, qui ne remplaceront jamais l'accès au patrimoine original ou aux avantages sociaux associés aux formes traditionnelles de participation à la culture, ne devraient pas avoir pour conséquence que l'on néglige la conservation des originaux ou que l'on laisse de côté des formes traditionnelles de participation à la culture, que ce soit pendant ou après la numérisation;

33. Draws attention to the need to improve the methodological framework in order to have better statistics related to the field of cultural heritage; calls on the Commission to propose a set of indicators that could be used for monitoring and evaluation of the situation of cultural heritage and that would be uniform for all Member States; underlines the need to obtain, to a greater extent, research findings covering all aspects of cultural heritage and to link them so as to counter fragmentation in this area; points in this connection to the potential of ‘big data’ as regards deriving more knowledge from research projects; stresses that in order to assess the actual and potential economic value of the cultural heritage it is essential to collect statistics more systematically;
33. attire l'attention sur la nécessité d'améliorer le cadre méthodologique afin de disposer de meilleures statistiques relatives au domaine du patrimoine culturel; demande à la Commission de proposer un ensemble d'indicateurs pouvant être utilisés pour le suivi et l'évaluation de la situation du patrimoine culturel, uniformes pour tous les pays; insiste sur la nécessité d'obtenir davantage de résultats de recherche pour l'ensemble des aspects du patrimoine culturel et de mettre ces résultats en relation afin de remédier à la fragmentation dans ce domaine; souligne, à cet égard, le potentiel des "big data" pour améliorer le gain de connaissances issu des projets de recherche; souligne que l'estimation des valeurs économiques potentielles et réelles du patrimoine culturel nécessite une collecte systématique des données statistiques;

It works because of our heritage, the heritage of a decentralized country, the heritage of a federation that recognizes the realities and specificities of our provincial and federal partners.

Heritage Canada has a particular duty to protect our national patrimony but it is not alone.

Approves the fact that 34% of the total budget earmarked for the "Culture 2000" programme has been allocated to heritage in the broad sense: intellectual and non-intellectual heritage, moveable and immovable heritage (museums and collections, libraries, archives, including photographic and audio-visual archives relating to cultural works), archaeological and underwater heritage, architectural heritage and all cultural sites and landscapes (cultural and natural properties);
