Building on the successful features of previous enlargements, the expanded EU will stabilise its wider neighbourhood and support its development through narrow cooperation and through a level of integration as high as appropriate to the needs and possibilities of the candidate and pre-candidate countries and their immediate neighbours.
Forte des éléments qui ont fait le succès d'élargissements précédents, l'Union européenne élargie stabilisera l'ensemble des pays voisins et soutiendra leur développement par le biais d'une coopération étroite et d'un niveau d'intégration aussi élevé que nécessaire pour correspondre aux besoins et aux possibilités des pays candidats et pré-candidats, ainsi que de leurs voisins immédiats.

H. whereas, for its own benefit and with a view to enhancing stability and promoting good neighbourly relations, Turkey needs to step up its efforts to resolve outstanding bilateral issues, including unsettled legal obligations and disputes with its immediate neighbours over land and maritime borders and airspace, in accordance with the provisions of the UN Charter and with international law;

4.14 The EEA are also in the best position to informally extend the same or similar monitoring and reporting methods to some of the Union's immediate neighbours who already cooperate regularly with the EEA with obvious advantages.
