The EU’s internal market is the main instrument for achieving a vibrant transport industry which brings growth and jobs. As the aviation sector and other sectors such as telecommunications have shown, the process of liberalisation of the internal market stimulates innovation and investment to bring better service at a lower cost. The same success can be achieved throughout the transport sector. The aim is not only to create an internal market in legal terms but also to work together with users and providers to help to make it an industrial reality. This involves enforcing the common rules and supplementing, adjusting or simplifying them for all modes where necessary on the basis of observation and experience. The internal market framework needs to enable integration between modes in order to optimise the functioning of the transport network.
Le marché intérieur de l’UE est le principal instrument disponible pour créer un secteur des transports florissant, porteur de croissance et d’emploi. Comme en témoignent le secteur de l’aviation et d’autres secteurs tels que celui des télécommunications, le processus de libéralisation du marché intérieur stimule l’innovation et l’investissement pour fournir un meilleur service à un moindre coût. L’ensemble du secteur des transports peut obtenir le même succès. Le but est non seulement de créer un marché interne en termes juridiques, mais aussi de coopérer avec les usagers et les fournisseurs de services pour contribuer à en faire une réalité économique. Notes that the internal market in gas and electricity is to be completed by 2014 and will be crucial for RES integration to serve as a cost-effective means to balance variable electricity production; welcomes the Commission’s report on the state of progress as regards completion of the internal energy market and implementation of the third package; calls on the Commission to use all the instruments available, including the referral of Member States to the Court of Justice, to bring the internal energy market closer to completion as quickly as possible; calls on the Commission to tackle inappropriate market concentration where it hinders competition; calls on the Member States to continue with the full implementation of the internal energy market legislation and the development of interconnections, as well as the elimination of energy islands and bottlenecks;

The 2007 Commission Communications entitled Prospects for the internal gas and electricity market and Sector inquiry into the gas and electricity markets highlighted the inadequacy of the rules and measures in force relating to the internal market in gas in meeting the objectives laid down for the proper functioning of the internal market.
